• Manage the contracts unit for the County health department responsible for an annual 800 contracts, amendments and memoranda of understanding with community agencies, municipalities, universities, and consultants valued at $57 million dollars annually.• Facilitate the timely execution and administration of contracts while professionally managing and mitigating the department’s risk.• Provided lead direction on the solicitation, contract negotiation and execution of an eight million dollar Request for Proposal for a comprehensive electronic health record system.• Work with key stakeholders, leadership, and subject matter experts to manage the adherence and application of federal requirements for grant funded contracts. • Develop, negotiate, and execute nearly 200 contracts annually.• Conduct requests for proposal for complex agency services and technical consulting services.

• Conduct Invitations to Bid, Requests for Proposal, and negotiate terms with vendors.• Advise management and troubleshoot issues in Oracle Financials as a subject matter expert (SME).• Manage a variety of contracts ranging in value from $25,000 to millions of dollars to ensure compliance, obligations of parties, solve disputes, and issue audits/change orders.• Provide leadership and mentoring to assistant buyers, training end users.• Run reports and analyze data.
