Support Delta Dental’s Government Programs (Federal and Medicaid) business portfolio strategic initiatives by developing and maintaining key stakeholder relationships, educating these stakeholders about the company and influencing outcomes to drive business initiatives with Government Programs customers and national advocacy groups influential in the military and Veterans Affairs space.Work with Enterprise Business partners to conceptualize how enterprise leadership, product development teams and others can advance dental services that result in positive oral health outcomes for Delta Dental’s Government Programs members.Develop and influence innovative oral health care product concepts and adoption within the government segment in partnership with enterprise leadership, product teams, consultants, and current and prospective clients utilizing data analytics, dental care experience and other factors.

• Served under Chairman John McCain and Chairman/Ranking Member Jim Inhofe.• Personnel Subcommittee staff lead for Chairmen Lindsey Graham and Thom Tillis; developed annual subcommittee legislative strategy and hearing plan, drafted senators’ hearing statements, and led pre-hearing briefings.• Responsible for 10% of the legislative content in the annual National Defense Authorization Act.• Authored comprehensive, once-in-a-generation legislation reforming the military health system (MHS); created an integrated value-based health care system that improves access to care, health outcomes, and patient experience.• Expanded telehealth capabilities in the MHS that became the major component of the Department of Defense’s (DOD) delivery of health care during COVID-19.• Worked with various government agencies to develop the whole-of-government response, including OPERATION WARP SPEED, to COVID-19. Performed daily oversight of DOD support to other Federal agencies. • Served as Armed Services Committee liaison to Senate Committee on Veterans Affairs (VA); coordinated cross-jurisdictional legislation with VA committee staff.• Managed military and civilian nomination process for the Armed Services Committee; examined sensitive nominee personnel files, scheduled nomination hearings, and prepared senators for hearings.• Drafted legislation to modernize military commissaries to compete better with the private sector; authorized sale of private label goods and improved business processes.• Expanded Impact Aid funding for local school districts serving military-connected children.• Routinely handled disparate legislation added to the annual defense bill in areas of health care, education, veterans, Medicare, and Medicaid.

• Drafted Defense Health Program’s (DHP) annual legislative strategy; managed all legislative proposal processes for the DHP. • Provided counsel to bipartisan congressional staff on proposed legislation impacting the DHP.• Coordinated, scheduled, and attended meetings on defense health and personnel issues with Members of Congress, their personal staff members, and congressional committee professional staff members – over 400 meetings in 8 years. • Guided DOD political appointees through pre-confirmation meetings with key U. S. Senators.

• Culminated career as Deputy Director, Dental Care Division, TRICARE Management Activity.• Provided clinical consultation and management services for $2.8 billion dental benefits contracts, which served over 2.5 million beneficiaries. • Led DOD population health initiative to improve dental health and wellness – improved the dental health of active duty service members by 33%. • Directed team that developed benefit package, quality improvement plan, and performance measures for dental benefits contract; required first-ever dental health plan report card to show plan performance and beneficiary satisfaction.• Achieved funding for and coordinated the development of the CAPHS Dental Plan Survey with the American Institutes for Research and the Agency for Healthcare Research and Quality; adopted by the CAPHS consortium in 2006.
