Served as the technical authority on ground water and soils monitoring, characterization, modeling, chemical analysis, and related data collection programs in support of RCRA and CERCLA regulatory programs at treatment, storage, and disposal facilities, generator facilities, and abandoned waste sites. This involved evaluation of aquifer testing, surface and subsurface soil and groundwater contamination, site characterization, groundwater/surface water interaction, and recommendations concerning remedial options for contaminated groundwater and associated media for compliance with RCRA (hazardous waste), TSCA (PCB and asbestos) and state contaminant-specific requirements. Conceptualized and implemented strategies that resulted in cost-efficient, streamlined, and effective environmental compliance, protection, and stewardship utilizing extensive knowledge of the principles and methods of environmental protection programs and the related laws, orders, permits and policies. Assessed the feasibility and direct environmental protection activities for facilities that are complex, often operating under multiple regulatory regimes, demonstrating exceptional problem solving abilities. Performed as a senior-level environmental protection specialist responsible for interpretation of agency policies and procedures, and to provide authoritative technical advice to improve environmental compliance and stewardship of the environment.Provided guidance and direction to contractor personnel in the performance of remedial actions and audits for a wide range of industrial operations. • Served as Regional Reservoir and Water Supply Coordinator for State of Georgia, from 2002-2004, the authoritative focal point for interpreting and applying the regulatory requirements and policies related to water supply projects that would serve the interests of the citizens of Georgia and the southeast while being protective of the long term health and sustainability of the environment.• Initiated and managed development of the Regional Water Supply Plan, incorporating four main elements of Public Participation Planning, Regional Water Supply Planning, Regional Water Conservation Planning, and Regional Project Implementation.• Responsible for evaluation of environmental activities related to long-term utilization of water resources available to Georgia, with subsequent development of implementation strategies. Specific duties involved eliciting and incorporating stakeholder input, evaluation of scientific data, management of contract resources, performance of technical review of documents and reports for the establishment of water supply plans.• Led interagency and inter-organizational efforts, activities, policies, and projects to advance the stewardship of the environment. Liaison between environmental groups, local governments, and state and federal agency personnel to facilitate the resolution of issues and to build consensus in the planning, development and implementation of water supply planning activities.• All projects were subject to review for compliance with NEPA requirements, and required an environmental impact statement or environmental assessment, with subsequent mitigation of any impacts.• Prior to my tenure, the position was primarily focused on construction of reservoirs for water supply. Under my leadership, the team broadened the scope to include other water supply sources, such as water conservation and aquifer storage, as well as an expanded component of stakeholder participation.

My responsibilities included to advise, manage, and perform program management for all aspects of environmental compliance related to siting of telecommunications towers in the southeastern region of the United States. • Coordinated multiple teams across 7 states to perform NEPA analysis of environmental and visual impacts on biological diversity and cultural and historic sites.

• Geology - Taught physical and historical geology, including the creation of online versions of theses these courses. During my tenure, geology enrollment doubled. • Geographic Information Systems - Technical knowledge of GIS software with experience in data collection, spatial analysis, and communication of geographic information. Recipient of National Science Foundation grant for developing and integrating GIS into college curriculum. • Environmental Science – Developed coursework and provided classroom instruction for a leading national curriculum in Environmental Science. Provided instruction in environmental regulations including those associated with health and safety in the workplace. • Advisor to the Joint Institute for Energy and the Environment, an energy and environmental policy research center affiliated with the UT Dept. of Economics, TVA, and the Oak Ridge National Laboratory.
