The council is responsible for developing and implementing strategies and initiatives aimed at enhancing cyber resilience in the financial and non-financial sectors. This includes promoting awareness and education, conducting risk assessments, developing incident response plans, and enhancing collaboration and information-sharing among stakeholders.The main purpose is to address the growing cyber security threats facing Namibia and promoting a culture of cyber security in the country.

- Assist PAN in maintaining its recognition as payment system management body by the Bank of Namibia;- Ensure compliance of PAN's obligations as payment system management body;- Act in the best interest of the Namibia National Payment System;- Exercise discretion and good judgment on matters that come before the Payments Management Council;- Observe and be bound by PAN Policies and all resolutions to the council;- Assist PAN in enabling the Bank to adequately oversee the affairs of PAN and act as a catalyst to monitor, regulate, supervise all payments, clearing and settlement;- Adhere to good governance processes and procedures;- Provide guidance and direction to the CEO;- Review and approve policies, procedures, standards, agreements and schedules.
