Manages UTA procedures for researching, application, administration, performance, and compliance of federal, state and local grants. Administers Federal Transit and other Federal Agencies grants, also State and local grant awards and ensures uninterrupted flow of federal funds. Acts as advisor to management regarding Federal and other types of grants. Assists Board of Trustees in meeting revenue goals through researching and receiving new grants and funding opportunities. Administers UTA transit projects for the Federal planning and programming requirements of the Metropolitan Planning Organizations , MAG & WFRC, and administers grants programs with UDOT and FHWA. Assist with preparing UTA portion of the Transportation Improvement Programs (TIPs) and the Statewide TIP assembled by UDOT. Coordinates grant activities with other agencies, provides assistance and acts as primary resource for the Transportation Electronic Award and Management (TEAM), Grants.Gov, and other electronic grant systems.

Federal: Write, submit, and coordinate review of Federal Transit Administration New Starts applications; and write or participate in development of related plans, studies, cost estimates and travel modeling. Perform ADA studies and submit for equivalent facilitation determinations. Participate in EIS preparation for transit projects. Participate in alternatives analysis of transit projects.Planning: Participate in station area design and planning, and coordinate municipal permits for transit stations.Strategy: Participate in management discussions about project progress, federal interaction, and next steps.

Permitting: Reviewed building permits for zoning/code compliance. Coordinated other department’s reviews. Prepared permit reports. Supervised Planner I in these duties, and approved or denied permits.Planning: Processed Conditional Use, Subdivision, and other short range applications to the Planning Commission. Guided these applications through the Technical Review Committee. Prepared and presented reports at Planning Commission, Board of Adjustment, and City Council public meetings.GIS: Prepared maps, maintained and updated data and shapefiles, and performed studies and analysis.Code: Extensively participated in comprehensive re-write of residential zoning code to control massing and impact of infill housing. Participated in other code and City of Holladay General Plan updates.Public: Regularly interacted with the public in meetings, at the counter, and on the phone about controversial or tense situations. Explained codes and processes. Represented the city in conversation and letters.
