Research Analyst for the CEO of GEA/StructurA, former ambassador Jesús Reyes Heroles Follow-up on the legislative process on the agenda for the sustainable use of water resources (General Water Law, National Water Program and Regional Programs in Mexico), for the CEO’s agenda. I conducted analysis on Mexican energy sector (PEMEX), on public finance, political and electoral affairs (2023 local electoral processes) and the US-Mexico relation (specially migration and security) for the CEO’s work agenda. I delivered quarterly analyzes on the operating and financial results and PEMEX’s ESG strategy and on Mexican Federal Government public finance performance. I prepared bi-weekly political and economic briefs for the CEO to publish and present analyzes in the media.

My role was to design and coordinate strategic and technical studies, analysis and evaluations to meet the needs for both CONEVAL and the Mexican Government. This involved having direct contact with executive public officials to build mechanisms to generate evidence and provide useful information for decision makers to improve the implementation of policies, strategies and programs. Among other projects, I coordinated the Evaluation of programs linked to Social Security and the programmatic analysis for the 2020 Social Development Policy Evaluation Report.I coordinated state and municipal programmatic and budgetary information repositories for more than 10,000 interventions overall.I co-managed the mechanism and system to supervise federal government activities regarding the operation of their programs and co-authored the analysis of three reports on compliance with government commitments (2018-2019; 2019-2020 and 2020-2021). And followed up on the agreements with federal executive officials. I followed up and reviewed the General Evaluation Coordination’s activities on international cooperation.Technical and operational support for the Area Director and the General Coordinator of Evaluation for the follow-up of technical projects. Management and documentation of processes and activities of institutional risks and results.I coordinated HR processes of the General Coordination of Evaluation (annual performance evaluations, selection and recruitment processes, job resignations). And prepared an internal processes manual for HR activities.I built strong relationships with public executive officials at federal and state government levels, especially with Social Development, Health and Finance Ministries.I represented CONEVAL in work forums with government officials, academia and civil society organizations (Equality and Non Discrimination Forum for the National Development Plan 2019-2024, National System for Children and Adolescents Protection (SIPINNA)).

My role was to coordinate the public affairs agenda of the General Director of Evaluation in terms of technical assistance for policy and project evaluation with executive officials from international organizations and foreign governments (World Bank, IADB, UNDP, FAO, DEval, GIZ, Brazil, Guatemala, Colombia and Jamaica). And followed up on the agreements between institutions.Liaison in planning of activities between the General Directorate of Evaluation and federal executive government officials to meet strategic goals (AMEXCID-SRE, INMUJERES). And I followed up on the agreements.

My role was to co-design the Monitoring and Evaluation (M&E) System and planning evaluations of the Federal Contribution Funds that make up the Ramo General 33 (resources transferred from the federation to each state to finance social infrastructure projects, social assistance activities and services and adult and technological education).I coordinated 64 evaluations of federalized social spending based on state and municipal social infrastructure (FAIS) and 32 evaluations about government social assistance (FAM-AS).I prepared the social infrastructure and assistance analysis for the 2015-2017 Ramo General 33 Executive Report.I designed and conducted training sessions with federal and state executive officials and conducted research on public finance and social spending.Liaison with federal government and state public officials for evaluation strategies.
