EU Coordination Department of Ministry of Labour and Social Security is the Contracting Authority of the project. The project is initiated under Social Inclusion priority axis’s measure 4.1 of the Human Resources Development Operational Programme.Within this framework, it is planned that activities aiming to identify and eliminate the barriers preventing the disadvantaged individuals from entering the labour market, to register the disadvantaged individuals and groups and to create employment and social inclusion services for these people will be implemented in coordination with 12 municipalities.In that respect, the project aims to contribute to the employability of following target groups; people with disabilities, people who are in poverty or at the risk of poverty, women suffering from domestic violence, Roma citizens, parents of working children, drug addicts, ex-convicts and ex-prisoners. Therefore, the aim of the project is to increase the level of information on EU issues available at the provincial level for all stakeholders, and to strengthen the capacity of the administration at the local level to support the management of EU funds and engagement in the accession process.The subsequent aim of the project is to produce a strategy for how these capacity-building efforts can be scaled up nationwide.The project has been implemented in 20 pilot provinces for duration of 24 months and has a budget of 1.950.000 million Euros.The main activities to be performed in the project are as follows: Trainings Needs Assessments, Expert Training Programmes, Training of Trainers,Capacity Building Activities, Town Twinning Programme, Regional Workshops, Study Visits to Brussels, Strategy Paper for Strengthening Capacity at Provincial Level for EU Affairs and the Management of EU Funds. The objectives of the project are to increase the capacity of the SSI, other relevant institutions, social partners and relevant NGOs and to support them for the preparation and implementation of relevant strategies, in order to promote registered employment and therefore to provide sustainable economic growth with more and better job and greater social cohesion.The project’s activities could be contained under three components, namely capacity improvement and policy making, implementation of information communication technologies (ICT) and awareness raising campaigns, which are categorized under eight result areas. These result areas are as follows:1. Capacity improvement of SSI, relevant institutions and social partners to promote registered employment2.
