I consider myself lucky to get an appointment in this unit of Indian Navy when it was gearing up for a quantum leap in its role and responsibilities. The premier agency for extending technical support to all the fighting platforms of the Indian Navy, Fleet Maintenance Unit was charged with the responsibility to increase the number of contracts providing support to the ships.I led a team to successfully increase the number of contracts from 43 to 85 in a span of 18 months, by following a structured methodology. Conclusion of maiden contracts with reputed firms, such as M/s Fincantieri (India), M/s Rolls Royce, M/s Northrup Gruman Sperry Marine, M/s L&T Defense, M/s KPCL, M/s Bauer Kompressoren and M/s MAN Diesel among others, gave me an opportunity not only to learn budgeting, benchmarking, drafting RFP/ contracts, and negotiating the technical and commercial nuances but also to present status reports, verbal as well as written, to higher echelons. The total financial outlay of the contracts amounts to INR 320 Million.This tenure provided me with the opportunity to formulate a road map for contract conclusion and project execution and the chance to set up multiple checkpoints in the process to ensure an unbiased and fair award of contracts.Enriched with the experience of concluding numerous contracts, I also had opportunities to advise the command headquarters on matters related to the scope of work, technical deliverables, and price negotiation.I was actively involved in the organising team that managed the celebratory function to commemorate the Golden Jubilee of Western Naval Command in Dec 18 and that managed the Fleet Awards Night organised in the month of April each year.

PROGRAM MANAGEMENT:This coveted shipyard is owned by DRDO and administered by the Indian Navy. In this tenure, I got the opportunity to hone the skill to collaborate among several stakeholders (BHEL, SPIC, TCS, BEL, DRDO, NPOL to name a few) in a multi-billion dollar project. Program Management responsibilities entailed the timely identification of bottlenecks in the project, addressing it to the concerned stakeholder, and overseeing the corrective action by PERT chart. In case of failure of a trial,I followed an iterative process of homing down to the actual stakeholder responsible, convincing the reps of that organisation by presenting to them a detailed system-generated log of the trials and chalking out a plan to resolve the issue with a tentative date of completion. Led a team of 10 technical sailors, in addition to 15 ITI qualified government employees to maintain the control systems of the first in class nuclear submarine in the best operating state and to oversee the progress made by M/s L&T, M/s Walchand Nagar Pvt Ltd and M/s TCS in system fitment/ cabling and setting to work in the follow on submarines.LOGISTICS:Ensure timely procurement of project deliverables for each of the control systems of the follow-on submarine and Joint Receipt Inspection.Apart from routine procurement, I undertook projects to augment such facilities as the Gas Analyzer Calibration Lab, Bay for repair and testing of Sonar Staves, and concluded an AMC for repair and Upkeep of racks for automatic storage and retrieval of control system PCBs of the follow-on submarines. I initiated projects in liaison with Military Engineering Services for aesthetic improvements of the Departmental Premises such as changing over from mosaic to vitrified tiling, setting up of earmarked lavatory and dining room for women employees, the project for storing missile containers, replacing all the Venetian blinds throughout the building, anti-seepage treatment of rooftop.

This was an appointment that every Naval Officer dreams of - an appointment onboard the most coveted and frontline guided-missile destroyer of the Indian Navy. Keeping a front line warship battle-ready comes with its own set of challenges, which in this case were eased by the advice of CO/ HoD and experience from the previous appointment. Within a span of 1 year, under the able guidance of the commanding officer and with the selfless cooperation of the team given to me, we were way ahead of the other four sister ships in terms of operational availability of major combat sensors, the performance of long-range surveillance radars, orientation and integration of Bridge and Operations room of the warship, integration of all combat sensors and weapons into Combat Management System followed by the successful maiden harbor and sea trial.This appointment gave me the first experience to collaborate and manage foreign OEMs - M/s Rafael, Israel, and M/s Rosoboron, Russia. Interaction with the two culturally and geographically diverse teams helped me learn to adapt and improvise. We also completed the up-gradation of many legacy Russian equipment with modern equipment, such as Echosounder, Log, Ring Laser Gyro, fitment of additional navigational radar, etc, made by Indian PSUs. This upgradation involved managing the following: Timely issue of the Bill of Material from Material Organization, Receipt inspection, Removal and disposal of legacy equipment, Modification of foundations/ compartment/ cabling/ power source, Setting to work, trials, and commissioning.

After completion of my ab-initio training in Indian Naval Academy, Ezhimala followed by specialization course, I received an appointment to Naval Dockyard, Visakhapatnam as Asst Manager(Weapons)This 18 months tenure tested me in all dimensions of professionalism - project planning, formulation of PERT chart, make and execute plans, convince and motivate the team in the viability of the plan, liaison with multiple service providers, handling pressure from competitors and peers both of whom were more experienced and most important handling two bosses.Looking back, I will complement the rigor of these 18 months that has played a pivotal role in shaping my personality and temperament towards handling difficult tasks and steering the team and self at a safe distance from avoidable conflicts.Utilized already existing manpower contracts to augment the workforce at the pre-planned point of time to meet committed deadlines.Reporting to two bosses, I was able to extract the best from them, which helped me achieve the refit project timelines of a submarine (as a technical officer from surface navy) in-spite of not having any technical training or orientation in submarine operations.
