Efforts are to ensure that DBEs are performing a commercially useful function on transportation projects.- Davis Bacon Act Compliance/Labor Review—Training Special Provisions (TSP) – Responsibility includes the review of Certified Payroll Reports to ensure classifications hourly rates are paid to workers as indicated in the TSP Requirements.
