About Alva Johnson
My public policy expertise includes government gaming, tribal affairs and public education. I earned a bachelor’s degree in Political Science from CSU East Bay, and a Master of Public Policy degree from UC Berkeley. I was appointed by Governor Gavin Newsom to be California State Lottery Director in June 2019, and served in that role until December 2023. As the Lottery Director, I was the department’s chief administrator, supervising all operations and acting to promote and ensure their integrity, security, honesty, and fairness. I previously worked as a policy analyst for over a decade in public service on K-12 and higher education issues, including time with the California State Legislature and the Governor’s Office. I also briefly represented the California Department of Education and the California Lottery as a legislative liaison. Subsequently, I served as chief consultant to the Governmental Organization committee in the State Assembly.More recently, I managed governmental affairs for several federally-recognized Indian Tribes in California, including the Agua Caliente Band of Cahuilla Indians and the San Manuel Band of Mission Indians. In those roles, I served as representative and liaison between the tribes and local, state and federal agencies.
