In this role, I oversee and manage the day-to-day operations of the Tribal Office. I provide leadership to tribal government staff and ensure effective and efficient management of governmental functions and programs. I report to the Tribal Council and implement the Tribal Council’s initiatives, programs, policies and projects.

Served as Chief Administrator of the California State Lottery, a public agency that surpassed $9 billion in sales of jackpot and instant games in FY 22-23, raising more than $2 billion for public education. The Lottery has over 1,000 employees across a dozen offices and facilities statewide, and my role supervised all operations and promoted their integrity, security, honesty and fairness. I led our executive management team in implementing new policies and programs to improve productivity, safety and accountability.

Represented the tribal government, assisting in the development and implementation of tribal legislative, policy and political priorities. Coordinated communication, education and advocacy with appropriate public agencies to further tribal objectives. Coordinated successful legislative ratification of amended Class III tribal-state gaming compacts in 2016 and 2017. Established internal standards and practices for compliance with the California Political Reform Act.

Served as tribal government liaison to federal, state, local and other tribal governments. Coordinated negotiation and legislative ratification of tribal-state Class III gaming compact in 2006 and 2007, as well as successful defense of the compact in 2008 statewide ballot referendum. Developed and managed tribal policy initiatives, public relations, philanthropy and public events. Established internal standards and practices for compliance with the California Political Reform Act.

Served as principal advocate and state government liaison for firm’s tribal clients. Successfully advocated for legislative ratification of tribal-state Class III gaming compacts. Managed legislative and political programs, provided strategic advice and counsel, and represented clients before state agencies and organizations.

Directed Committee analyses of proposed legislation and managed Committee legislative package. Developed key legislation necessary to allocate special funds derived from tribal-state Class III gaming compacts to local communities. Negotiated with state public officials, agencies and private organizations to resolve variety of issues in subjects including tribal gaming, tobacco licensing and state emergency services.

Monitored legislation and coordinated advocacy efforts on key initiatives for the Lottery. Served as liaison between the agency and the California Legislature, and facilitated appearances by legislators in agency media events.

Advised the Governor regarding education legislation and policy. Also analyzed budget and policy proposals in subjects including local government, housing and health, and directed research team in the Governor's Office of Planning and Research.

Analyzed K–12 education legislation and policy issues for the State Assembly. Developed and successfully advocated for legislation to require teachers to demonstrate basic competency in the use of computers in the classroom. Provided staff support for legislative proposals by the Committee Chair and managed the Committee's home page on the Internet.

Evaluated higher education legislation and policy issues for the State Assembly in subjects including the California State University, distance education, and private postsecondary vocational schools.

Researched budget and policy issues in state K–12 education programs and made recommendations to the Legislature. Assignments included bilingual education, desegregation, educational technology, federal compensatory education programs, and school safety.
