I am an economist currently working as Head of Industry & Energy at CEOE. My background is in the economic analysis of public policies and regulations. Prior to CEOE, I was a Senior Advisor at the office of the Minister of Industry, Trade & Tourism, and a member of the Board of Directors of SEGITTUR. Before my government experience, I worked in economic consulting at Solchaga Recio & Asociados, where we analyzed the effects of regulations in the energy and telecommunications industries. And before that, I worked for a policy research firm in Washington DC, where we analyzed the effects of government´s public policies, especially in education and international development. My diverse professional experiences have allowed me to develop a versatile set of technical skills, such as evaluating public policies and their implications, analyzing large, complex datasets through statistical programming, creating visually engaging presentations, etc. as well as nontechnical skills, such as teamwork, multitasking and working effectively under pressure. With respect to my academic background, I graduated with honors in economics at Macalester College, and was invited to present my senior thesis at the Federal Reserve Bank of Dallas. I´ve funded my studies mostly with scholarships: I was awarded a Kofi Annan Scholarship for my university studies, and a United World College Scholarship for my International Baccalaureate. On the personal side, I am passionate about traveling and learning about other cultures and ways of life. For that reason, I have lived abroad for many years, two years in Canada and nine in the United States.

My primary responsibility is to prepare the Minister's policy meetings and negotiations. I organize them, prepare/review the messages/talking points we want to communicate, and participate in the meetings to complement the Minister´s remarks. We hold these meetings and negotiations bilaterally, with Ministers from other countries, heads of international organizations, Ambassadors, European Commissioners and company executives, and multilaterally, in forums such as the G-20 and the EU Foreign Affairs Council. A second key responsibility is to prepare, in conjunction with the rest of the Cabinet, the Minister´s television interviews, debates, press conferences and, most of all, speeches for events. I have also been representing the Ministry at the inter-ministerial working groups for the Demographic Challenge and the 2030 Agenda.

Solchaga Recio & Asociados (now part of Metyis) is an economic consulting firm. As consultants, we wrote reports on the effects of regulation and public policies in the following industries/areas: energy and the environment, telecommunications, the digital economy and international trade. We primarily worked on two kinds of reports:• Research reports: These types of reports are descriptive. We answered questions such as the following: What are the primary effects of US tariffs on steel and aluminum to the EU metal industry? How will the tariffs affect the prices and supply of these materials in Europe? What will happen to the industries that use steel and aluminum in their production processes?• Theoretical reports: These types of reports are prescriptive. We explained, with arguments based on economic theory, the regulatory model that is most suitable for an industry. We addressed questions such as the following: is uniform telecommunications regulation necessary for a country, or can there be regulation differentiated by region according to the level of competition? Should we deregulate ride-haling services? Should we regulate the collection and processing of online data, or can the market self-regulate on its own?Additionally, I also provided support to the firm´s financial institutions department, where we carried out revenue enhancement projects of retail banking products, through the i) identification of leaks, ii) proposals for new products and services and iii) pricing analysis and optimization.
