Leading S&B USA Construction P3 projects, with a focus on development, finance and initial steps, in close collaboration with the S&B Asset Management team to optimize our solutions in order to win the projects currently in the market as well as promoting new potential P3 mega-projects opportunities.Successfully led the CJV team that achieved the financial close of the award-winning, $2.3 Billion, Pennsylvania Major Bridges Package One Project, which was one of the standout US P3 deals of 2022. Developed using an innovative pre-development agreement (PDA) structure, the project entails rehabilitating six bridges in Pennsylvania and took just nine months to get from awarding to financial close. The $1.76B in PABs underwritten for the project is the largest issuance of private activity bonds (PABs) for a surface transportation project in the US to date.

Member of the Executive Leadership Team, involved in all strategic corporate decision making, and responsible for the performance of the company in the largest region, Florida, including oversight of an organization of more than 800 employees. Projects managed include FDOT’s Asset Maintenance performance-based contracts in every FDOT District, including some of the largest of this kind in the US, as well as line-item work for the DOT, municipalities and other customers.

Heading the Ferrovial Construction concessions group, separate from Cintra and with an interest in concessions that would bring DB opportunities to the construction division. Responsibilities included acting as CEO of Baio S.A., a SPV formed by Ferrovial Construction and a local partner for the Development, Finance and Operation of a 200 M€ highway in Galicia (Spain).

Responsible for several major railroad projects mainly in the High Speed Line Madrid-Barcelona-France, including construction of platform and infrastructure of the railroad, building of maintenance areas and operation and maintenance of a 70 Km. long stretch of the line. Led the execution of several large DB Highway Projects, the most significant being: N-VI Access to A Coruna. Os Castros). 16 M€. Re-construction one of the main city highways | A-52 Rio Mente-Fumaces, 48 M€, with two viaducts with columns +70m high, close the Portuguese border.
