The project commenced with an initial cost estimate of one trillion USD, which, through a rigorous and iterative Value Engineering process, has been successfully optimized to a reduced expenditure of 65 million USD. Given the considerable scale and complexity of this endeavor, it resembles more of a comprehensive Value Management Program than a conventional Value Engineering Study.
