North Cumbria University Hospitals Trust (NCUH) is a Trust that was in Special Measures with an outsourced medical staffing recruitment function. My role has been to:> Attract doctors to the Trust.> Trouble-shoot the recruitment problems and issues being experienced through the outsourced medical staffing function.> Reduce the Trust wide reliance and cost associated with agency locums and bring the master vendor in line with Monitor/TDA caps.Initially hired for 3 months, I have agreed to stay longer in order to continue the progress and savings I have already delivered. I continue to lead on medical staffing attraction (and also now nursing), contributed to medical staffing returning in-house, have led on IR35 and established a pilot in-house agency team (after terminating the master vendor agreement). This in-house agency team has recently been made permanent due to the signifcant savings - £5million across all staff groups (including over £2.5 million on medical staffing and this particular staff group has seen no reduction in head count and is against the backdrop of IR35 challenges). After sharing our 'steps to success' with other Trusts to great acclaim this project has become a case study of best practice which is going to be shared with other Trusts and we have been invited to go an present our solutions more widely. NCUH has recently come out of special measures and I am delighted to be part of an HR team committed to establishing NCUH as an employer of choice, reducing silo working, sharing knowledge and becoming a beacon of best practice. The agency project I have delivered was shortlisted for the BMJ Careers Award for Working Smarter at this year's HPMA Awards - http://www.hpma.org.uk/award and is entitled Reducing and Tackling Agency Spend - How 5 people saved £5million. The Head of Comms and I produced a recruitment video to showcase the great opportunities for doctors and nurses at our Trust, please feel free to share!

Hand built a new recruitment team of high calibre people, deploying innovative use of inherited staff, interims and a network of sub-contractors to create a high performing team that delivered one of the largest (& highest profile) recruitments campaigns in the public sector during this period.Achievements include:> Recruitment of circa 6,000 clinicians to work for CQC as Specialist Advisors (SPAs).> Removed threat to the inspection programme created by lack of SPAs, resulting in 12 fold increase in inspections.> Quality and quantity of SPAs available led to scheduling success of 95%+.> Overhaul of DBS programme resulted in increase from 4% compliance in Feb14 to 100% by March15.> Led on introduction of new systems and processes including referencing, fitness to practice, DBS, etc.> Delivered cost per hire at exceptional value for money (VFM) exceeding business expectations and market rates. Finished financial year 18% underspent on budget thereby exceeding all delivery and cost expectations set out by the Board. Success of campaign led to Board overturning original decision to outsource this work-stream which is now being retained in-house.> Delivered innovative attraction, recruitment and assessment programme including design and delivery of assessment materials/methodology. Responsible for engagement with external stakeholders (including Royal Colleges, professional associations and networks), many of whom were initially sceptical and sometimes hostile towards this recruitment campaign.> Successful contribution to inspection programme recognised by the Board, including testimonial that my leadership had 'changed the culture' of clinical recruitment. Board references available.> Advised Dutch Regulators on the SPA recruitment campaign and programme.> Alongside leading on clinical recruitment was also HR Lead on first CQC Graduate recruitment programme. Success and business plaudits have led to the scheme being re-commissioned and extended for 2015.
