Design, administer, and manage a multi-million-dollar portfolio of projects related to advancing promising state postsecondary policy and practice, including writing proposals, developing project budgets, developing, and managing relationships with funders, working with sub-contractors and consultants, and ensuring the timely production of deliverables. This work includes individual projects with state teams, alignment with governor’s priorities (e.g., technology workforce, STEM pathways, regional pathway development, wrap-around services, sectoral partnerships), the development of a technical assistance curriculums, the engagement of subject matter experts, coordination with relevant federal agency leads, and managing consultants to execute projects. Supervise, plan, direct, coordinate, and review the work of a team of policy analysts on a portfolio of projects connecting postsecondary pathways to state policy issues related to talent development needs, state postsecondary financing, quality assurance, supportive services, reskilling/upskilling, credentialing/skills-driven practices, and apprenticeship/work-based learning.

Analyze and recommend approval or disapproval of requests for new operating and degree authority from independent colleges and universities, recommend approval or disapproval of requests for new degree programs from public colleges and universities, recommend periodic review of institutions and their degree programs when necessary, and develop case for revocation of institutional authorities.Collaborate on initiatives/policy development activities with key state agency and not- for-profit partners. Point person for ongoing work around the development of an Illinois College and Career Readiness definition. Provide leadership for numerous state-wide and multi-state initiatives focused on the articulation of academic credit for returning servicemembers. Advise the Deputy Director concerning the administration of regulatory statutes governing approval of colleges and universities and their degree programs.Lead seminars and presentations on relevant policy issues and emerging fields in the state education landscape. Respond to complaints or legislative requests for investigative action.
