• Develops adequate policies, procedures and processes for the Planning & Budgeting function to maintain efficient operational excellence to achieve ARASCO overall strategic objectives.• Leads the development and consolidation of short/ long terms financial plans of ARASCO corporate and business units in line with strategic objectives.• Provides advice and technical assistance to ARASCO corporate functions and business units with cost analysis, fiscal allocation and budget preparation.• Oversees the adherence of the Business Units’ related department (i.e. Budgeting & Reporting function) to communicated guidelines.• Establishes and implements group wide budget templates, policies, calendar, forms, guidelines …etc.• Seeks clarifications from corporate function and companies on budgets and underlying assumptions.• Analyses records of current and historical operations, trends and costs, projected and realized revenues, administrative commitments, and obligations incurred as well as assesses future revenues and expenses.• Liaises with Business Development functions to perform financial analysis and budgeting activities for new business activities, and prepares reports to be presented to the CEO and Board of Directors.• Tabulates statistical data for presentation in various budget reports.• Reviews financials statements (P&L, B/S and CAPEX), and budgets of corporate and the Business Units, and ensures that policies are implemented and targets achieved.• Monitors effective implementation of and compliance to the approved budget (variance analysis, reporting, etc…)• Monitors high value transactions and provide financial concurrence, and provides management accounting support to corporate decisions (e.g. financial feasibility review, project pricing review, ad hoc management reporting, make/buy analysis, cost accounting, etc.).• Design and implement shared services allocations for (IT, HR, Facility and Finance) and prepare the SLAs with ARASCO companies.
