I also designed the data and IT infrastructure to systematically evaluate compliance activities and programs enabling continuous quality improvement related to industry compliance of CFSAN regulations, as well as reducing the occurrence of CFSAN regulated product outbreaks and recalls.

I led the conceptualization, design, development and implementation of large systems and information management projects such as the impact of ICD-10 on Medicare and Medicaid systems and processes, internal and external communications to ensure proper implementation of 5010 (Front end system format for Medicare billing), and the first Automated Provider Screening tool to detect Medicare fraud.

I conceptualized, designed and oversaw evaluation research focused on access and quality of care within health centers across the US. Two notable systems I created included the Sentinel Centers Network, a cutting edge project that used administrative health data to assess quality of care in health centers, and a comprehensive data management and reporting system for the Bureau of Primary Health Care. The system made it possible to establish continuity across data processes, health center programs, and health care services; it enabled data support for policy decisions, program monitoring, needs assessment, quality improvement and financial accountability. I also developed the Top 500 Needy Communities using national data to identify at risk communities with disproportionate gaps in health care providers.

As Director of Ryan White Title III Early Intervention Data Project, I created the company's first automated system for data quality, increased the value of the contract three fold, and authored the 1996 and 1997 Program Analysis Reports published by the Health Resources and Services Administration, HIV AIDS Bureau. I developed the company's first used character recognition data collection forms to assess program performance and created new and more effective technical assistance, guidance, and training materials. I gained the reputation for providing innovative and engaging training on data collection and analytic reporting. I further expanded my role to provide consultation to grant recipients on IS development, program evaluation strategies, and interpretation of data.
