The system made it possible to establish continuity across data processes, health center programs, and health care services; it enabled data support for policy decisions, program monitoring, needs assessment, quality improvement and financial accountability. I also developed the Top 500 Needy Communities using national data to identify at risk communities with disproportionate gaps in health care providers.
