The project complemented the Government of India's Universal Elementary Education program. REACH India provided grants and technical assistance to NGOs that provided educational services to at-risk children - who were either out of school or in danger of dropping out of school. I was the technical expert for monitoring & evaluation of the REACH India project. In my capacity as the Monitoring & Evaluation specialist, my responsibilities included:• Developing the Performance Monitoring Plan (PMP) for the overall implementation, monitoring and for evaluation of the REACH India (RI) project• Building organizational capacities of NGOs in the area of Monitoring and Evaluation. • Developing monitoring tools by working in close partnership with the NGO implementers. • Conducting Technical Assistance (TA) workshops thereby building capacities of grantee NGOs.• Reviewing project proposals. • Finalizing the M&E plans of each NGO finally selected for support by REACH India and recommending for approval.• Visiting NGOs grantees for monitoring their projects. • Conducting annual appraisal of NGOs work. • Reporting to USAID India on the project progress against the approved Performance Monitoring Plan (PMP), • Providing support to other technical experts of REACH India team (quality education, organization development, capacity building, communication & network and finance), • Hiring consultants, framing ToR for them and overseeing execution of the assignments;
