Kabul- Afghanistan

Lead the Oxfam program and teams in achieving the broader goals of Oxfam in Afghanistan and support in transition and change management process towards one Oxfam Strengthen Oxfam and Partner organisations' security management capacity and the impact security can have on programming, particularly its influence on programme cycle management processes in areas of limited access. Monitor development and humanitarian and programme needs in Afghanistan, identifying gaps and planning appropriate timely action using a rights-based approach to programming. Deliver Oxfam Afghanistan Programme Pillar’s (Pillar=Women and Youth Rights, Economic Justice and Humanitarian) strategic objectives as outlined in the Oxfam Country Strategy (OCS). Integrate Gender, Womens Rights, Conflict Transformation, Advocacy/Influencing elements, Resilience, Disaster Risk Reduction strategies into our “one programme” approach so that we may better address chronic and acute vulnerability to disasters, particularly through Disaster Risk Reduction, gender equality, Ending Violence Against Women (EVAW) and Economic justice work. Team building and development of team capacity, with particular focus on developing skills, knowledge and capacity relevant to attaining the Country Programmes objectives.

Take lead in the design and management of multi sectoral humanitarian response as per Emergency Response Framework and in accordance with CARE International standards. Design and mage various donors’ project including ECHO, DIPECHO, AusAID, BMZ, CIDA-IHA/DFATD-IHA, etc... for EFSL, Health and DRR/preparedness. Leading the senior team of over 9 professions and consultants- both national and expats as direct reporting line. Designed Emergency Preparedness (EPP) and Contingency plan, initiate DRR projects with partners for the 30 vulnerable districts. Ensure preparedness and take lead in designing, initiating and managing Humanitarian response for Conflict affected IDPs and other natural disasters (Floods) in time of disaster situation. Managed partnership and build partner capacity in various related aspects of emergency response, protection, Disaster Risk Reduction (DRR), resilience, preparedness, OD etc... To do proper advocacy for the improvement of humanitarian governance, protection and to improve access through UN clusters, PHF, NHN and other humanitarian networks and with Gov DM authorities. Oversee safety and Security of the program through Risk Assessment and implementation of SoPs.

Managed response and recovery programs for ICMC as direct implementation and through national and government partners for IDPs and Refugees. Managing multi donor grants/projects including BMZ -German Govt, ECHO, UNHCR, UNOCHA-ERF etc…Managed Program, budget, M&E and program quality, Program Development, Team Management, Partnership management and partners’ capacity building, networking and liaison with government. Major sectors were Shelter/NFIs, WASH EFSL, DRR, protection and livelihoods for EVIs and advocacy program for women home based workers.

Manage humanitarian response program (through implementing partners as per partnership policy and designing partners’ OD/ Capacity building plans) in 4 different hubs including Floods and conflict affected IDPs response throughout KPK and Sindh. Designed humanitarian response plan, recovery strategy and contingency plans. Designed and started response of GBPs 16.5 million. Designed contingency plans as a preparedness measure. Managed program with the financial portfolio of 18 million GBP with a team management of over 150 (very senior managers and technical team members were directly reporting tto me including expats). Also designed and initiated humanitarian response of 16.5 million GBPs for floods 2011 in Sindh province. Successfully managed multi partner grants for various partners. Successfully designed, managed, monitored and evaluated response and recovery strategies, projects and plans for OGB. Developed concept notes and proposals and won grants from various donors like CIDA, AusAID, DFID, ECHO, EC, OFDA, OCHA-ERF, Unicef, DEC in EFSL, WASH and DRRsector. Managed over 40 grants through partners, remained involved in partners selection, monitoring, financial verification and capacity building.

Identified, appraised, selected, monitored, evaluated, supported and built capacity of 60 sub-granted projects of 50 partners I/NGOs for complex emergency, Conflict affected IDPs and Flood response as per Umbrella Grants management mechanism of USAID/OFDA for multi sectors i.e Health, WASH, Shelter/NFIs, Economic Recovery, Information Management and Coordination, Nutrition. Managed the grant of over USD.19 Million and successfully developed grant of USD.9.8 million, USD.2 million and USD.2.5 million from OFDA/USAID. This included Cash based Interventions. Coordination with Cluster, government, community and stakeholders and reporting and liaison with donor. Grants monitoring and financial monitoring system established and managed.

Managed and coordinated overall Program Management including Capacity Building (CB) and organizational Development (OD), Branch Development for Pakistan Red Crescent Society (PRCS) a national society. The capacity building for PRCS (National Society) in Disaster Preparedness, Disaster Management, School Safety and Response and Recovery capacity along with Financial and support systems strengthening. In addition, supported PRCS in quick relief/ responses and recovery initiatives for complex emergency and for IDPs, hosts and Refugees. Overseen disaster response and recovery in coordination with movement partners PRCS, NHQ/PHQ, PNSs, IFRC, RCRC Movement and ARC. Managed organizational development (OD), Capacity Building, response, recovery and DRR project. Represented ARC at RCRC movement partners, government and at other stakeholders.

I was assigned additional duty as Project Coordinator for DEC-ERP Reducing Future Risk in Our Communities from September, 2008. The project focused on the capacity building of Government Officials/Line Agencies of 5 districts of Hazara Division, other stakeholders including UN, I/NGOs and WVP.
