Stormwater Project and Program Manager responsible for the implementing, managing, and monitoring all aspects of the Public Works Stormwater Master Plan (Program). The program includes budget, staffing, operational services (request for services, mapping, culvert and swale design, inspections, development review and permitting, and NPDES program), maintenance services, potential programs and services, capital improvement projects, funding, and regulation. Specific duties include:•Seek out and apply for Local, State and Federal grants and other funding sources•Responsible for the management of Stormwater and Environmental Services Projects, including overseeing contractual service contracts, procuring design and construction services, managing consultants and contractors, mitigating cost and time overruns in both design and construction and/or maintenance phases, and reviews and approves change orders and schedules.•Develops, oversees, and manages preliminary project schedules and budgets on assigned projects.•Develops, oversees, and maintains internal project management schedules and budget tracking records for each project and formulates written progress reports to higher level management and presents to elected officials as necessary.•Provides project updates, including schedule and budget status, on a weekly basis with project related photos; develops presentations for Council as necessary.•Prepares any ancillary documents needed to process changes to contracts; ensures procurement process is followed and timelines are met.•Makes presentations before City Council, the City Manager, other Departments, and the public as required.•Serves as a liaison between City, developers, the public, contractors, and regulatory agencies.•Participates with Procurement Management Department on committees.•Responsible for conducting research, responding to citizen comments, and preparing written summaries.City's lead on Resilincy, Smart Cities and Energy Efficiency.
