Direct and manage $387M+ funds in banking accounts and supporting information systems of the Standard Missile Memorandums of Understanding (SM MOUs) among the United States, The Kingdom of the Netherlands, The Federal Republic of Germany, Canada and Spain, to include acquisition management, contract management, budgeting, receipt of revenue, expenditure of funds, deposits, interest accrued and reconciliation. Monitor and manage all contractual invoices and other documentation related with the MOUs; maintain all original invoices for point of reference. Prepare comprehensive MOUs acquisition and financial planning presentations, as assigned; generate annual budgets for MOUs participants and conduct SEATASK and Statements of Work (SOW), implementation related to work performed under the MOUs. Serve as Program Offices Account Individual Country Financial Manager and in that capacity function as primary liaison to and key coordinator with the Bank of America, Wells Fargo Bank. Establish and maintain the Cooperative Program Management Information System (CPMIS); acquisition, manage financial records systems in accordance with generally accepted US Navy Governmental auditing standards and accounting principles. Closely collaborate with the Federal Reserve Bank and the Department of the Treasury, Financial Management Services to adjust and track collateral accounts set up for the foreign navies. Work collaboratively with the Foreign Partners and U.S. Government Managers in the Program Office; travel as necessary to foreign countries to coordinate program policies and directives, convey and retrieve information, deliver high profile documentation, and obtain any sensitive financial reports and/or supporting documentation.
