I help healthcare industry owners manage and complete construction projects, large & small, with extensive expertise in the California sector. I provide assistance an as needed basis for tasks such as site selection, planning and development, design and construction management, daily oversight and coordination of contractors, regular reporting to governing boards, regular interface with end-users and state agency OSHPD (Office of Statewide Health Planning and Development), and management of testing, commissioning and turnover of the completed projects. I play an active role in educating and advocating regarding seismic regulations for hospitals in California.

On-site Capital Project Manager for rural hospital in Northern California. Recently completed strategic evaluation of construction plans for NPC-3 & NPC-4 seismic compliance prompting conversations with OSHPD which contributed to new code revisions effective January 2020. These new code revisions bring a more practical approach to NPC-3 & NPC-4 seismic compliance for hospitals throughout California. Facilitating internal evaluation of SPC-4D and/or new construction for 2030 SB1953 seismic compliance. Actively engaged in educating state legislators about the impacts of existing 2030 CA seismic deadlines and the influence it will have on rural healthcare. Leading Master Planning efforts for 32 acres surrounding the existing hospital. Construction Manager for numerous in house construction projects such as Air Handler Replacement, Radiology/Fluoroscopy Replacement, New Pharmacy and Nurse Call replacement.

Owner Representative for design and construction of new $62 million 75,000 square foot hospital facility. New facility will be a 25 bed critical access facility with emergency department, radiology, laboratory, medical records, dietary and operating departments (4 operating rooms). Responsible for oversight of design-build firm and for compiling hospital design requirements from multiple department heads and capital improvement vendors. Duties include daily oversight and coordination with design-build firm (both design head and construction head), interaction with hospital staff and state agency OSHPD (Office of Statewide Health Planning and Development), regular reporting to Howard Foundation, weekly meetings with Adventist Health, review and negotiate all costs and change orders, monitoring of construction progress and schedules, regular reporting to financial lender representative and other duties as required.

On-site Capital Project Manager for $16 million phased renovation of 66 room luxury boutique hotel. Buildings are placed throughout the 37 acre oceanfront property, each with their own unique lay-out and history. Hotel rooms range in size from 300 square feet to 1200 square feet. Responsible for coordination of Interior Designer (based in Indonesia), local Architect, General Contractor and hotel management company. Duties include daily management and oversight of all capital improvement vendors and contractors, negotiate and approve all costs and change orders, strategize contracting methods and cashflow, development and monitoring of schedules, daily reporting to the property owners, daily interaction with hotel management staff, monthly reporting to the bank representative, monthly preparation of funding draw requests.

Lead Construction Manager for $52 million bond program involving modernization of 6 schools in the Huntington Beach City School District. Project values ranged from $1 million to $9 million. Duties included daily oversight and coordination of seven trade contractors performing modernization, daily interaction with site staff of schools being modernized, regular reporting to the District representative and the Board of Trustees, resolution of conflicts on the drawings with Architect, routing and filing of all paperwork (RFI’s, submittals, daily reports, change orders), negotiation of change orders, preparation of budget and contract status updates, and chairing weekly coordination meetings for projects.

Project Engineer for $11 million gatehouse facility/rail storage yards and $38 million new 165,000 square foot marginal wharf for container loading and unloading. Gatehouse facility/rail storage yards included four miles of railroad track, paved in heavy rail switches, utility relocation, storm water systems, lighting, AC paving, truck scales and electronic gate control facilities. Wharf construction included dredging, land reclamation, installation of over 1000 concrete piles and concrete wharf construction. Responsibilities included evaluation of the RFI’s, coordination of submittals, processing payment applications, regular tracking of all change orders, assisting with contractor oversight, setting up document control systems, and training support staff. Also managed a $2 million dredging project, including 24 hour/day inspection staff.

Responsible for the complete fast-track design and construction of the terrestrial portion of transoceanic fiber optic telecommunications networks in Venezuela, Portugal, France, Holland, and the United States. Accountable for all financial aspects of the projects valued at $110 million including budget, cash flow, contract negotiations, and review and approval of variations. Facilities include telecommunication centers for customers, cable stations, and terrestrial fiber optic cable plant. The facilities were designed with highly complex mechanical and electrical systems carefully engineered with redundancy and integrated controls to provide maximum reliability in the telecommunications services. Time-to-market for these facilities was of paramount importance. The work involved discussions and negotiations with a wide range of people including government officials, landowners, attorneys, design and construction contractors and the end-users of the building.
