Worked closely with technical leadership in the Naval Education and Training Command (NETC) to design and implement an AWS-based lab and geographically dispersed joint government and commercial Agile development teams responsible for multiple NETC education and management projects. Created, documented and managed architecture for cloud integration with Amazon Web Service (AWS). Recruited a geographically dispersed development team across CSRA groups and developed a process using CSRA’s ARC-P cloud solution for customer acceptance and team collaboration to eliminate travel requirements, allowing the company to complete the desired system in four months, significantly under budget. Identified issues and risks associated with the task and developed successful mitigation strategies. Collaborated with subject matter expert and team to diagram processes and workflows to enable new sections to work with the existing code base. Created Agile user stories to design the Army’s first voice biometrics intelligence system and became Scrum Master for the team, coaching the team in Agile processes to increase productivity and eliminate bottlenecks. Additional study for the Certified Scrum Professional designation allowed for additional insight into appropriate metrics for Agile team progress and software quality. Attained IEEE Certified Biometrics Professional designation to ensure VIBES correctly displayed and represented speaker recognition results in accordance with community standards. Developed documentation for capabilities implemented before my arrival. Provided enterprise architecture expertise including development of Department of Defense Architecture Framework (DoDAF) drawings and system documentation to include the Software Requirements Specification (SRS) and Configuration Management Plan (CMP). Streamlined (development) by coaching in Agile process and introduced DevOps principles to the development and integration teams to reduce redundancy and improve efficiency. Chief Systems Engineer, SAIC, Alexandria, VA Led the development effort for three SAIC divisions providing software to Distributed Common Ground Station – Army (DCGS-A) Mobile Basic . Responsible for risk management for implementation of three key functional areas, and coordinated with the prime contractor and other subcontractors to mitigate software compatibility risks. Represented SAIC in meetings with the Army customer and senior representatives from other contractors, and facilitated developer technical exchange meetings (TEMs) to ensure a unified design and implementation. Managed development specification testing throughout the three divisions, ensuring each division mapped test cases to individual requirements and provided detailed test procedures and test descriptions culminating in successful sell-off events documented by comprehensive test records and test reports for each development team. Led on-site integration testing for motion imagery and data management teams. Briefed program status to senior management formally and informally on a regular basis.Concurrently led the specialty systems engineering team for Vigilant Pursuit, an Army prototype vehicle set to support mobile SIGINT and HUMINT operations. Captured and documented government requests and turned into requirements for software application and virtual machine updates using a repeatable process to meet tight timelines. Introduced Agile work processes to the development teams and explained the value of scrum events and artifacts to management and participants. Organized and led the team responsible for Configuration Management (CM), Software Test, and Documentation for the software for Vigilant Pursuit. Established processes and standards for CM and software testing that were adopted across the division.

Assessed requirements and development needs of the experimental Global Argus project developed by Georgetown University for the Foreign Broadcast Information Service. Developed a preliminary design adjustment and worked with the leads to tailor a solution for the budget. Created presentation slides to explain to the government customer the benefits of shifting to an Agile development process to bring the project back on schedule and deliver working software quickly. Worked with SAIC developers, other contractors, the Georgetown project lead, and the government customer to establish scrum meetings and artifacts, advancing the development of the project significantly in a short period of time.

Led engineering design for precision geopositioning and imagery analysis in the Joint Services Imagery Processing Suite – Navy (JSIPS-N) and DCGS-Navy programs. Led the JSIPS-N Test and Evaluation Team responsible for software system tests and site acceptance tests. Identified fleet requirements for precision targeting and described highly detailed precision geolocation and mensuration concepts to senior military leaders, detailing the proposed design and importance of these concepts to the program. Worked with key Fleet personnel to account for all capabilities from existing systems to assure all stakeholders that no capabilities were lost with the introduction of the new system. Coordinated TEMs between DCGS-N segments, accounted for legacy requirements, and identified and monitored risks at the project and program levels. Managed planning and staffing for Site Acceptance Tests for JSIPS-N installations at sites on shore and on board Navy ships and managed staff augmentation for DCGS-N testing.
