As part of the Forest Resources team of the Ecological Services program, my primary responsibilities include Endangered Species Act (ESA) Section 7 consultation within the Umpqua River basin concerning conservation planning and implementation, involving complex land and water resource development actions and their impacts on endangered, threatened, and candidate species. My position requires close coordination and collaboration with staff from our many partners including Tribes, other government agencies, non-governmental stakeholders and private landowners. The position requires my involvement in implementing a wide range of USFWS authorities including the Endangered Species Act, Fish and Wildlife Coordination Act, National Environmental Policy Act, Migratory Bird Treaty Act, Clean Water Act, and others. Our field office works with a variety of Federal, State, and non-governmental organizations implementing ESA recovery (Sections 6, 7 and 10) on high profile wildlife species across the diverse ecosystems of SW Oregon in a rapidly changing climate, much of which is prone to fire including the wildland-urban interface. My conferencing and consultation includes northern spotted owl, marbled murrelet, (Pacific) fisher, coastal marten, Franklin's bumble bee, North American wolverine, northwestern pond turtle, monarch butterfly and species associated with vernal pool ecosystems. Our team is at the forefront of finding innovative ways to conserve species and their habitats under the ESA.

Coos Bay District

Lead western snowy plover habitat biologist included monitoring, public education, access management & enforcement. Technical expert on agreements to accomplish habitat restoration & enhancement work, including youth work crews, local watershed councils, interns, volunteer labor efforts & local tribes. Regularly coordinated with other BLM specialists to effectively provide habitat for snowy plover while protecting cultural resources, managing invasive species, & promoting the continued recovery/expansion of sensitive plant species populations. I communicated issues, needs & new developments clearly & often with my supervisor & other involved parties: Army Corps of Engineers, Wildlife Services of APHIS, Oregon Biodiversity Information Center, Oregon Parks & Recreation, US Fish & Wildlife Service, etc. I provided a full range of aid & technical duties in maintenance of the wildlife program in support of timber & other district interdisciplinary team projects. I assisted with the significant workload related to meet the Northwestern & Coastal Resource Management Plan (RMP) requirements. I regularly conducted wildlife resource field work to complete on the ground surveys, monitoring, & data management to ensure that the district complied with the RMP, as well as the district’s numerous biological opinions, long-range planning, policy development, coordination, & implementation with other regulating departments. I served as contracting officer’s representative & lead on northern spotted owl & marbled murrelet survey contracts. I was the work lead & mentor for our seasonal interns & technicians. I provided NEPA analysis & feedback as needed for project clearances or environmental analyses. I conducted pre- & post-project monitoring as needed to support NEPA & meet RMP requirements. I conducted clearances of various small-scale projects including right-of-way requests, small timber projects, silviculture projects, or other field-office projects.

Medford District, Grants Pass, Oregon

I primarily monitored northern spotted owls for a long-term demographic research study. Additionally, I performed a variety of tasks to support field projects and program planning activities, such as: on-the-ground inventories of wildlife & their habitat, especially for bureau sensitive & federally listed threatened & endangered species; analyzed data & reported findings; determined factors such as occupancy & fate of reproductive efforts of selected sites, population reproduction performance, food habitats, prey and competitor densities, habitat distribution, mortality, success of growth, as well as adult & young behavior; made recommendations to management of the findings. I planned, aided in design, & laid out projects for wildlife habitat improvement & other disturbances. My duties included the review of forestry, recreation & watershed improvement project proposals for compatibility with wildlife needs & recommendations to the area biologist & interdisciplinary team of project specifications or modifications needed to safeguard or enhance wildlife habitat quality. I led less experienced technicians & assisted in the collection of data in the field, which included baited cameras, radio telemetry, hydrology & vegetation surveys, bat, invertebrate, amphibian, reptile, and raptor nesting surveys, & prey censuring,layout of boundaries, protocol requirements, equipment needed, etc., for each participant in accordance with approved plans; verified accuracy of data collected in the field & compiled results. I interpreted aerial photos, landsat imagery, and topographic maps to determine land use & vegetation distribution; plotted nests or breeding sites, regularly using GIS. Responsible for stand exams & timber marking and post-harvest review, contract administration & inspection, & transporting injured & dead wildlife. Assisted in preparing data for automation & input into ecosystem models. Fire line resource advisor (REAF) & lead READ on wildland fire assignments.

As crew leader I managed and worked alongside the restoration crew to maintain native tree and riparian plantings by clearing competing trees. brush, and grass including invasive species away from seedlings, shrubs and young trees. Restoration work also included installing protection for plantings with wrap, cages, elk-proof field fencing. Additionally we surveyed sites for tree health and die-off, and planted cuttings and potted plants as well as spread seed over bare areas. As crew lead, I facilitated the crew’s work coordinating with individuals with the Forest Service, BLM, state agencies, other nonprofits, the local community & educational partners on manual control of invasive species and reseeding, fish & freshwater mollusk counts, habitat assessments, and other activities that enhanced and restored the watershed. As crew leader, I recruited, contacted, scheduled, and followed up with landowners to set up crew appointments. I reported to the council coordinator on the crew’s progress and acted as liaison between the SWC office and the crew. Responsibilities included daily driving to work sites, the check in/out equipment to the crew, maintaining or scheduling maintenance as needed. Additionally, I reviewed, approved, and submitted crew timesheets. I performed variety of other office duties as assigned, including project tracking, progress reports, data entry and proofing, writing newsletter articles keeping in mind that our program goals were to promote establishment of healthy, restored streams for fish, wildlife, and water quality in the Siuslaw River and coastal lakes.

I conducted fieldwork & laboratory studies on long-term northern spotted owl demography projects. I worked individually, as well as in coordination with other team members to obtain data on site occupancy, reproduction & survival of spotted owls. My main responsibilities included locating and identifying owls & other birds by sight and calls, and capturing, handling & banding northern spotted owls. I have experience surveying for, capturing & banding barred owls and great gray owls as well. Work was often conducted under physically strenuous field conditions in which I regularly hiked in steep, brushy terrain & navigated with a compass, GPS, maps, & aerial photos. Duties also included maintenance of accurate field notes, data entry & quality control as well as caring for field equipment & government vehicles. This position often required working independently, following data acquisition protocols & making decisions in the field as to the specific circumstances affecting the completion of duties. I assisted in hiring new crew members & training less experienced crew regarding survey techniques, owl behavior, capture techniques, orienteering, navigation, & basic field knowledge. I contributed to determining the fitness and reproductive status of individual owl pairs by using my own professional judgment that may have legal ramifications for the landowner. I have also worked on projects in which I identified and enumerated prey remains in owl pellets & used photo-microscopy to measure teeth in small mammals.. Additionally, I conducted ground surveys & tree climbing to document the distribution and abundance of red tree voles in western Oregon. I assisted graduate research by nest detection, tree climbing, capture, radio-collaring and collecting data on the movements of radio-marked red tree voles.

03/1996-03/1999:I was responsible for preparation, fractionation and extraction of reptilian plasma samples; quantitative analysis of plasma steroid hormones by radioimmunoassay (R.I.A.). Techniques utilized included column chromatography, immunohistochemistry, and radiolabelled isotope procedures. Other responsibilities included supervision and assisting laboratory and field-going personnel consisting of graduate and undergraduate students. This position regularly required collection, data entry and analysis of field and laboratory data, care and monitoring of laboratory animals, and inventory and organization of laboratory research supplies. 09/1995-02/1996:Utilized immunohistochemistry-staining techniques to screen for reporter gene products. Conducted nerve ablations to determine roll in egg-laying behavior. Responsible for general laboratory support including maintenance of Drosophila stocks and supervision of work-study students.

Willamette National Forest

My position responsibilities were to plan and coordinate all aspects of surveys for sensitive, threatened, endangered & other wildlife species (including avian: northern spotted & great gray owls, peregrine falcon, harlequin duck, bald eagle & osprey, mammalian: red tree vole and rare carnivore (Canada lynx), as well as invertebrate: terrestrial mollusk) for the ranger district. I recruited, hired and trained seasonal wildlife survey crews. I coordinated and provided technical wildlife assistance to my field crew, conducted wildlife surveys myself, provided support for the lead biologist and practical wildlife information to other departments, planned current & future wildlife survey efforts as well as personnel schedules, monitoring budgets, assisting with the preparation of official federal documents & reports, coordinated input & analysis of data, employee performance appraisals, time and attendance, etc. I received commendation for achievements, three performance awards including a merit award June 2001 for exceptional commitment, attention to detail and safety, enthusiastic attitude and outstanding communication skills.

I performed surveys of spawning salmonids according to the Ocean Salmon protocol of ODFW. I identified species, sex, fin marking and reproductive status of adult and jack salmon in the Corvallis and Roseburg area streams of Oregon. I evaluated potential spawning habitat and quality, collected scale, DNA tissue & snout samples from carcasses of these species. Responsibilities also included communication & requests for property access with private land owners, performing under physically strenuous field conditions, working and hiking in extreme elements, navigating over rugged riparian terrain, maintaining accurate field notes, using maps & GPS units as well as caring for field equipment and state vehicles.

Oregon Cooperative Wildlife Research Unit 04/1995-06/1995:I provided field support in small mammal capture-recapture study. I reestablished and maintained trapping grids in various forest stands in coastal mountain habitat. I worked under a variety of inclement weather conditions in rugged terrain. I captured, handled, marked and recorded data of small mammals including Douglas’ squirrel, northern flying squirrel, Townsend's chipmunk as well as incidental catch. I summarized daily field notes and capture data.
