Provide leadership and oversight of up to 12 full-time Center for Environmental Management of Military Lands (CEMML) staff, including archaeologists, GIS specialist, and curators/archivists duty stationed at Pōhakuloa Training Area on Hawaii Island. CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University.Provide on-site program support for the Cultural Resources Management Program, Environmental Division in the Directorate of Public Works, U.S. Army Garrison, Hawaii (USAG-HI). Work closely with USAG-HI Cultural Resource Managers to direct and coordinate tasks in accordance with the terms of the Cooperative Agreement between CEMML and the USAG-HI. Oversee and execute cultural resource management tasks including identification, documentation, and evaluation of potential historic properties for National Register eligibility. Monitor and protecting cultural resources, as well as analyze and report findings in compliance with the National Historic Preservation Act and other historic preservation and environmental laws. Oversee the management of archaeological collections and associated records as well as site inventory. Conduct archival and historic research, and prepare consultation materials. Implement programmatic agreement, plan of action and memorandum of agreement protection and treatment measures. Develop educational material and deliver public presentations and briefings to military personnel. Facilitate safe public access to archaeological and historic sites on lands controlled by the U.S. Army.

Work included inventory and identification surveys and excavation to support National Historic Preservation Act (NHPA) Section 106 consultations. Monitored historic properties and conducted condition assessments in support of NHPA Section 110 and agreement documents (programmatic agreements and memorandum of understanding), and responded to inadvertent discoveries. Responsible for overseeing/managing the curation facility in accordance with 36 CFR Part 79, and the archaeological site inventory. • Performed reconnaissance surveys, subsurface testing, and reporting to support eligibility determinations for the National Register of Historic Places. • Reviewed installation plans, proposed undertakings, and training/maneuvers for Section 106 requirements.
