Member of Sida’s Strategic Management Group, the agency wide management body responsible for providing strategic leadership to the organization. Responsible for overall thematic management of Sida’s portfolio on democracy, human rights and gender equality, at the time the largest individual sector within Swedish bilateral development cooperation (approx. 400 million US dollars or 20% of Sida’s total portfolio). Responsible for long term work force planning and competence development of more than 125 Sida staff working in the sector at headquarters and at the Embassy level. From mid April to June 2010, appointed by the Director-General to co-chair an agency wide management review of the organization and make a proposal on management and organizational changes including a three year implementation plan.
Chief, Methods In Development Coordination Unit
Under the Head of Department, coordinated a process aimed at focusing Sweden’s bilateral aid to a significantly smaller number of countries in line with the Paris Declaration, while maintaining the overall volume of aid. Finalized a review of the Swedish country strategy process (the eq. to the CCA/UNDAF process). Responsible for providing overall guidance and leadership within the Ministry and vis-à-vis the Swedish Agency for International Development Cooperation (Sida) on issues related to OECD-DAC and the Paris Declaration on Aid Effectiveness, EU process on aid harmonization and alignment, country strategies, budget support and issues related to evaluation of development aid. Participated in the 2008 Accra summit on aid effectiveness and headed the secretariat responsible for the preparation of the Accra Round Table 8 on sectoral application of the Paris Declaration. Furthermore responsible for overall management, on behalf of the Ministry, of Swedfund (the Swedish development finance institution) and SADEV (the Swedish Agency for Development Evaluation).

Lead of the Secretariat of The Four Nations Initiative (4NI), an initiative launched by the governments of Chile, South Africa, Sweden and Thailand. The purpose of the 4NI was to promote reforms of the UN in the area of governance and management. The focus was on the relationship between Member States and the Secretariat of the UN. As Secretary-General of the 4NI, responsible to lead the Initiative under the Chair and the Steering Committee, to prepare the meetings of the international Steering Committee and to ensure proper follow-up of its decisions. Supported successfully the process of the 4NI to the finalization of the report presented to all Member States, the President of the General Assembly and the Secretary-General in September 2007. A General Assembly thematic debate, partly based on the 4NI report, took place on 8 April 2008. The Initiative received significant attention and interest among Member States and at the UN Secretariat, demonstrated by the close cooperation with senior management in the UN Secretariat. Responsible for monitoring the human rights situation and overseeing OHCHR activities in the region. Responsible for overseeing the development and implementation of technical cooperation projects, in close cooperation with other OHCHR Branches and the UN Country Teams. Supported a change in the geographical scope and the working methods of the OHCHR in the region. Lead the preparations and implementation of the HC's two missions to the Russian Federation and the subsequent establishment of a permanent presence of the OHCHR in the Russian Federation. Strengthened the use of a logical framework approach to all programming in the region. UNSSC/UNDGO resource person, trained at UNSSC, within the context of the CCA/UNDAF process.
