Administer and manage Augusta-Richmond County’s Employment, HRIS and Employee Records programs; provide strategic advisement to management in employment-related areas; manage and direct the activities of the Employment Unit by planning, organizing, staffing, coaching, and mentoring the staff and other business unit resources; manage, review, and participate in the collection and/or processing of payroll data and/or information; audits a variety of payroll data for quality control purposes; utilize the automated recruitment system (NEOGOV) to advertise vacant positions, track applicants and refer qualified job applicants to managers for further review.

Maintains the employment website and employment programs to enable City of Augusta/Richmond County to attract and recruit qualified candidates and fill various job vacancies. Advertises vacant positions, audits employment records and makes recommendations for improvement, develops marketing and branding material and attends career fairs. Analyzes statistical data and other reports concerning all aspects of employment function in order to identify and determine causes of turnover and reoccurring vacant positions. Develops and presents recommendations for improvement of establishment's employment policies, processes, and practices.

Responsible for the management of all aspects of the HR Administration System, to include developing and implementing lawful, consistent, and effective HR policies and procedures, providing comprehensive HR leadership and direction to other managers and supervisors, implementing and periodically updating the college's compensation program, and conducting annual salary surveys.
