Andre specializes in a wide array of engineering discplines including structural engineering, civil engineering and marine engineering for a wide variety of public, private and institutional clients. He is an expert in the condition assessment, evaluation and rehabilitation of structures including transit facilities, buildings, parking garages and marine facilities.Andre has also been actively involved in the fields of asset management and climate change. He has recently worked closely with a large industrial client to develop a unique risk-based structural inspection methodology that also calculates the structural health of the client's numerous structures. He also was Project Manager for a sea level rise study for the towns of Marshfield, Duxbury and Scituate, Massachusetts. Andre is a trustee of the Duxbury Beach Reservation, Inc. which is a non-profit corporation that owns and manages Duxbury Beach. As a trustee and member of the beach technical committee, he is activley engaged in beach management, dune protection, and protection of endangered species. Andre is also actively writing grants to implement beach adaptation strategies to deal with the effects of rising sea levels.Andre also is an expert in strengthening of concrete structures using Fiber Reinforced Polymers (FRP). He developed a complete design manual for Mitsubishi Chemical's Replark FRP system and presented numerous lectures and presentations on the subject around the country.Andre also is very experienced with public relations. He served as an elected member of a 3-person Board of Selectman (Chief Executive) for the Town of Duxbury, MA for 12 years, having served 4 years as Chairman. He also served 3 years as an elected member of the Duxbury Planning Board and has served on over 50 local, state and regional committees. Through his over 19 years of public service, he has gained a great understanding of how to work with disparate groups with competing interests.
