Manages development activities for the City of Aurora Colorado; including Economic Development, Urban Renewal, and the Aurora/South Metro Small Business Development Center. Oversees development assistance programs including urban renewal, tax increment financing, sales tax rebates, retail assistance programs, small business loans and counseling. Negotiates long-term public financing agreements with developers and metropolitan districts for development projects. Responsible for all department budget and plans including General Fund, Development Review Fund, and Aurora Urban Renewal Authority budgets. Prepares and implements strategic plans for urban renewal and redevelopment areas.

Managed the Division responsible for urban renewal and redevelopment activities. Established urban renewal areas and tax increment financing to facilitate redevelopment opportunities citywide, in accordance with state statutes. Negotiated public financing and redevelopment agreements with developers and metropolitan districts. Managed project implementation including TIF collections and distributions. Oversaw Aurora Urban Renewal Authority's (AURA) budget and plans. Prepared and implemented strategic plans for urban renewal and redevelopment areas. Made recommendations to City Council and the AURA for development projects and incentives. Worked cooperatively with other agencies to forward City policy goals related to development. Presented to the community regarding development activity within Aurora. Office of Management and BudgetManaged the City's $7 million Community Development Block Grant and prepared financial projections for development projects involving federal funds, including a construction float loan for a $10.65 million market-rate housing project (the Landing). Developed strategic and financial plans, monitored and controlled personnel authorizations for the entire organization, established and implemented a performance-based measuring system and conducted public opinion research. Prepared and presented Dayton's program budget. Worked directly with the City Manager and Assistant City Managers to review all management and policy decisions with significant budget impact. Participated in the Policy Review Committee recommending policy directions to the City Manager. Participated in the creation of a business retention and expansion program, developed an industrial development strategy and oversaw an analysis of Dayton's street lighting system. Managed a professional staff of six who conducted detailed program evaluation and policy analysis.
