Manage strategic planning, development, and evaluation of operational processes, budgets, policies, regulations, and functions of four divisions: Animal Management, Code Compliance, Building Safety and Stormwater Management. • Hire, supervise, coach, and train division supervisors and staff.• Plan and oversee the physical movement and rebranding of the Animal Management Division as well as research, write, and implement Standard Operating Procedures and policies.• Conduct process improvement sessions to develop and implement Standard Operating Procedures, Operations Manual and electronic data management for the Code Compliance Division.• Regularly present to the County Manager’s Office, Board of County Commissioners and the public regarding policies, procedures and regulations.• Develop and implement new independent Stormwater Utility billing system to include assessment, billing, interest and collections policies. • Provide expert testimony regarding highly publicized controversial Stormwater Utility Fee to successfully obtain summary judgment ruling in favor of the County.• Assist with the strategy and planning for the reorganization of the Neighborhood Services Department to the Community & Economic Development Department.

Manage the strategic planning, development and budget of the Adams County Stormwater Program to include regulations, policies, procedures, and processes for the requirements of the MS4 Permit, Inspection Program, and Stormwater Utility.• Manage stormwater inspection program to include scheduling, reporting, enforcement, and supervision of Stormwater Construction staff.• Maintain Stormwater Management database to assist with tracking of necessary reporting data.• Successfully reorganize the County’s Stormwater Utility Fee Program to include a Customer Service Plan and coordination of processes between multiple departments.• Research, write, & implement Stormwater Policy Manual.• Regularly present to the Board of County Commissioners and public regarding the Stormwater Quality Program and Stormwater Utility Fee.• Assist with establishment of a Stormwater Utility Task Force. Plan, prepare and present material for all meetings.

• Assist with the development and implementation the County’s Stormwater Quality Program to include standard operating procedures, audits and environmental assessments, and plan review for construction projects.• Coordinate and present at public education and outreach events; prepare presentations and materials.• Assist with development of new Stormwater Quality Permit, Stormwater Regulations Guide and Erosion and Sediment Control Plan Template.• Provide technical support to County staff and the public as it relates to regulatory compliance.

• Write a variety of environmental reports for leaking underground storage tank (LUST) sites submitted to Iowa Department of Natural Resources. • Construct borehole and monitoring well logs.• Construct and modify site plan maps using AutoCAD.

Respond to emergency spill and assist with the clean-up.

• Inspect City facilities for compliance with TCEQ and EPA regulations.• Educate City employees regarding TCEQ and EPA regulations.• Member of the Emergency Spill Response Team. On call to respond and complete clean- up of a variety of spills at City facilities and/or by City employees.
