Land Use, Employment and Other Legal Areas

Acting as University President’s designee, adjudicate and issue written decisions regarding University of Maryland College Park staff employment grievances and on appeals by individuals denied access to the University of Maryland College Park campus.

Represented the Washington State Department of Social and Health Services, Division of Children and Family Services. Managed caseload of between 75-150 juvenile dependency and termination cases, including coverage of weekly docket, as well as 10-25 foster and day care licensing cases. Extensive settlement and brief-writing responsibilities. Provided on-going client advice as well as regular training for clients and court officials (judges, prosecutors, GALs, CASAs). Section leader on special education issues (IDEA) for foster children. Fully litigated numerous contested motions and hearings in Juvenile Court; four administrative hearings; eight termination trials in Superior Court; five appeals to the State Court of Appeals, Division II; and, one case to a Commissioner of the State Supreme Court.

Researched legal and factual issues, wrote legal memorandum, and prepared motion papers for capital trials and appeals, including case appealed to the Federal Eight Circuit, as well as civil prisoners’ rights cases, including two class actions involving Georgia county jails. Major areas of research included Brady and Batson violations and standards for prison medical care.
