In this role, she formulated and led NASA’s “eNASA” strategy, addressing e-commerce initiatives, knowledge management, collaborative technologies, eLearning, and new business models for managing NASA-wide infrastructure involving nine field offices and Headquarters. Other key accomplishments include:• Supported efforts to significantly restructure the NASA operating model to include four strategic business units and four cross-cutting functions and helped formulate the first NASA Strategic Plan, Strategic Management Plan, and Performance Plan and Report.• Chaired a NASA-wide team of scientists and engineers to define management improvements required to respond to the highly visible Mars spacecraft loss and Space Shuttle safety incidents. • Led NASA’s Y2K program to assess, remediate and tests 158 mission critical and 350+ supporting systems, 300+ contractual agreements, involving project managers at each of eleven NASA centers, hundreds of NASA and contractor staff, and international partners• Managed the NASA-wide 25,000 seat management initiative, the first successful agency-wide desktop outsourcing arrangement in the Federal government at the time• Served on team to establish first NASA-wide program and project management policies, procedures, and best practices governing complex science and engineering programs.Earlier in her tenure, Ms. Norris served as a Program Manager where she led a NASA-wide IT strategic and investment planning initiative; established the first integrated information architecture and data management function for NASA-wide business systems; and established first-time NASA-wide IT policies and processes in response to new Clinger-Cohen and Performance Management legislative requirements.

As a management consultant at Booz, Allen & Hamilton, Ms. Norris led a wide range of engagements delivering management and technical solutions to clients including numerous business planning efforts, large-scale management studies, and systems engineering initiatives such as a system concept for a national budget formulation system; requirements analysis and design of a national office automation and facility planning system; and, design and development of a corporate business development/marketing system.

Provided research and analysis for a two year Presidential Commission charged with making recommendations to incorporate private sector efficiencies in the Federal government. Specific accomplishments included detailed economic and budgetary analysis of more than 2000 recommendations involving more than $400 billion in projected savings.
