Specialist In Public Policy And Government Management - Human RightsBrazilian Human Rights Ministry Jan 2017 - Dec 2017Brasília E Região, Brasil- March 9 to August 18, 2016: was designated as Coordinator for the Promotion of the Rights of People with Disabilities.- Designed studies and pilot projects to inform the adoption, by Brazil, of a Unified Model for Disability Evaluation by means of which a single evaluative instrument would be adopted by all Brazilian ministries and agencies.- Researched the progressive realization of the rights of people with disabilities (PwDs), including specific studies regarding the viability of allowing them to access special credits to purchase equipment promoting mobility and accessibility, of implementing affirmative action initiatives to promote the access to Higher and Technical Education and of expanding tax breaks to make accessible automobiles more affordable.- Using cross-section analysis, elaborated a special report on the vulnerabilities of people with disabilities to violence – especially sexual, emotional and financial violence – presented before the National School of Public Administration (ENAP) on September 14, 2017.- Elaborated the proposal of a system of indicators for the rights of the elderly and concluded the National Registry of Public Funds for the Rights of the Elderly; which identified and registered 284 funds.- December 6 to 7, 2017: Represented Brazil in the BRICS Meeting on Ageing, in Beijing.- Alongside my activities in the Ministry for Human Rights, I presided over the Steering Committee for the Specialist in Public Policy and Government Management Career, a position within the Ministry of Development, Budget and Planning in which I remained until March 12, 2018, when I was relieved after serving the maximum term of three years.

Besides overseeing the distribution of institutional publications, I facilitated workgroups on the rights of people with disabilities and on the right to communication, reporting on their deliberations, and coordinated reporting on all workgroups under the responsibility of the Secretariat for People with Disabilities.- Elaborated normative instruments streamlining the implementation of the National Registry for the Inclusion of People with Disabilities.- Elaborated terms of reference and other procurement instruments.- Managed and supervised studies on the integration of data sources regarding disability and on the interpretation of questions proposed by the Washington Group on Disability Statistics (WG) in surveys and censuses. (This research demonstrated that the results of the Brazilian 2010 Census were compatible with international disability levels when the ‘some difficulty” domain of answers was understood as indicating the risk of disability. This interpretation was in tandem with that proposed by the WG in The Measurement of Disability: Recommendations for the 2010 Round of Censuses”.)- Designed and implemented a communication policy for the Secretariat, including compliance to federal standards in active transparency.- Alongside these activities, I was, within the Ministry of Development, Budget and Planning, a member of the Steering Committee for Career of Specialists in Public Policy and Government Management, of which I became president on October 11, 2016.

Specialist In Public Policy And Government Management - Transitional JusticeBrazilian Ministry Of Justice Feb 2015 - Jan 2016Brasília E Região, Brasil- Acted, from February 26 to November 6, 2015, as Coordinator for Projects of Collective Reparation, implementing special projects in Transitional Justice designed to promote the right to memory.- Designed and implemented a successful communication policy which overhauled the Commission’s webpage and Facebook profile, expanding its reach from 1.000 to 25.000 weekly hits.- Executed international cooperation projects and implementation agreements related to the promotion of Transitional Justice, the Human Right to Memory, and the implementation of Brazil's Testimony Clinics, a reparation project promoted in collaboration with the British Newton Fund seeking to offer social and psychological support to victims of State violence.- Analyzed and approved pending agreement expense and implementation reports, with a 25% reduction in the total report analysis backlog.- Alongside my activities in the Amnesty Commission, I was, within the Ministry of Development, Budget and Planning, a member of the Steering Committee for the Specialist in Public Policy and Government Management Career. In this condition, I proposed ministerial decrees and other legal instruments regulating the career; designed normative frameworks to insure professional qualification for its 1.000 members; and in propsed criteria to evaluate research projects by candidates for the career’s Graduate Training Program.

Specialist In Public Policy And Government Management - Communication In Human RightsBrazilian Human Rights Secretariat Jun 2014 - Jan 2015Brasília E Região, Brasil- Acted, from June 20 2014 to January 20, 2015, as General-Coordinator for the Diffusion of the Subject of Human Rights, implementing a unified strategy, with content diffusion through social media, Intranet, mailing and the press, all integrated through a system of communication indicators. - Designed a specific indicator system to measure comunication outputs and institutional visibility, the plan achieved the results below. - Adapting press releases and other content to the synthetic language of social media, it raised the Secretariat’s Facebook account from the 22ª position among Brazilian Federal Agencies to the 6th, surging from 80.000 followers to over 360.000 in eight months and achieving a weekly organic reach of up to 4.000.000 people.- More than doubled the average number of monthly reports published in our homepage from 40 to over 100, a result achieved by content depersonalization and information prospecting.- Increased the average number of monthly citations of the Secretariat and its work by news outlets from 176 to 371, a 111% expansion in comparison to the 17 preceding months. - On the advocacy front, an op-ed initiative also led to the publication, by major newspapers in Brazil and Colombia, of 15 articles in the Minister’s name, addressing issues such as LGBTphobia, the right to culture, transitional justice, non-discrimination and democracy and human rights.

Specialist In Public Policy And Government Management - Human Rights IndicatorsBrazilian Human Rights Secretariat Apr 2012 - Jun 2014Brasília E Região, Brasil- Acted, from April 27 2012 to June 20, 2014, as General-Coordinator for Information and Indicators of Human Rights, having led a team of up to 21 persons in order to consolidate nation-wide databases on various human rights issues, with emphasis on local human rights agencies capable of executing the Secretariat's policies in Brazil's 5.570 municipalities.- Elaborated the report for the Human Rights Section of the 2011 Survey of Basic Municipal Information (Munic) and questionnaire for the survey’s 2014 edition.- Designed and realized the first National Registry of Stewardship Councils for the Rights of Children and Adolescents, which gathered over 40 variables of contact and infrastructural information about 6.924 such councils.- Designed and realized Brazil’s National Registry of Public Funds for the Rights of Children and Adolescents, which gathered information regarding over 1.000 of these funds, allowing a revenue of R$ 35 million (about US$ 10 million) in donations for these funds in 2013.- Designed and executed the First Survey of Hansen´s Pensioners, with over 100 variables describing applicants for a special pension awarded to people affected by Hansen’s Disease and submitted to compulsory isolation.- Elaborated the National System of Human Rights’ Indicators, with over 60 indicators on rights such as Education, Health and Participation in Public Affairs.- Represented the Secretariat in national and international workgroups on population and development, human rights indicators, human trafficking and religious diversity.- Designed and implemented the strategic planning workshops which established priorities for the National Councils for the Rights of People with Disabilities and Elderly Peoples for the 2013-2014 biennium.- Presided, from April 1, 2013 to January 21, 2015, over the Secretariat’s Editorial Council, overseeing the elaboration of more than 100 publications and the distribution of over 35,000 volumes.
