About Andre Le Duc

André Le Duc's professional experience and area of academic scholarship is the development of high-functioning, cohesive, intra-disciplinary collaborative teams, and networks that focus on organizations’ resilience. His area of expertise is assisting organizations to understand their vulnerabilities, adaptive capacity, and situational awareness such that they can empower leaders, teams, and individuals to thrive in times of uncertainty and rapid change. Mr. Le Duc has over 20 years of demonstrated program and organizational development, strategic planning, and disaster and risk management experience. His work is at the intersection of the sciences, policy, planning, and strategic decision-making. Mr. Le Duc is the Chief Resilience Officer and Associate Vice President at the University of Oregon. During his tenure at the university, he developed two applied research programs, Oregon Natural Hazards Workgroup (OHNW) and Oregon Partnership for Disaster Resilience (OPDR) which both work statewide with cities, counties, and state agencies on disaster and resilience initiatives. Mr. Le Duc also founded and administrator of the National Disaster Resilient Universities (DRU) Network. Mr. Le Duc also led the development of the Safety and Risk Services (SRS) Unit at the University. The mission of the SRS unit is to collaborate with all campus constituents (students, staff, faculty, and visitors) and the surrounding community, to safeguard life and health and mitigate threats to the University’s core mission of academic excellence, research, and public service. The SRS unit is comprised of the University Police Department, Environmental Health & Safety, Emergency Management & Continuity, Risk Management & Insurance, Campus Mapping & GIS, and Enterprise Risk Management Program. In addition, LeDuc has leadership experience developing and managing inter-disciplinary and inter-departmental, and teams including the university's Type-3 All-Hazard Incident Management Team, Campus Vulnerability Assessment Team, Behavioral Evaluation Threat Assessment Team, and Special Events inter-governmental teams, which have been used to develop and operationalize public safety planning for large scale events, including but not limited to: U.S. Olympic Track and Feild Trials in 2008, 2012, 2016, 2021, and World Athletics Championships, 2014 World Jrs. and 2022 World Athletics Championships.

    Served as the Incident Commander for the University of Oregon (UO) during the COVID-19 response from January 2020 - March 2022, the most prolonged activation (793 days) of the UO Incident Management Team (IMT). The UO IMT was responsible for all aspects of the university's COVID-19 response and continuity of operations. In addition, the IMT established the COVID-19 Monitoring and Assessment Program (MAP) in the spring of 2020 to develop and expand the testing capacity for the coronavirus that causes COVID-19. During the activation, the UO IMT was expanded to over 200 members. In addition, UO IMT operated in a unified command with Lane County Public Health, Eugene Springfield, and the regional hospitals to establish community mass vaccination sites.
