Responsible for coordinating the development of plans for short, medium and long term for the HSE Department ensuring that all operational activities incorporate the rules and procedures according to the priorities of the Halfaya Project.Prepare in conjunction with the HSE Superintendents the breakdown of the plans in annual and monthly versions. Participates in the preparation of investment & operations budgets and performs control and monitoring of the expenditures. Coordinates the review, from the point of view of HSE, of all contracts generated by PetroChina as part of the Halfaya Field Project. Regarding to the HSE results is responsible for the preparation and consolidation of weekly, monthly, quarterly and annual reports.

In the Project Management area has developed extensive knowledge on Front End Loading (FEL) Methodology for the planning of major projects of capital investment, which he began to use in the oil industry (Pdvsa) during its last four years of service with the develop of the Industrial Automation Subsoil/Surface Project Plan, having received training from the renowned oil & gas consulting firm Pathfinder Inc.Designed a Project Management Program for companies or institutions interested in incorporating standards and best practices of the Project Management Institute (PMI), which in turn allowed to initiate the establishment of a project management culture using a common language in all its departments or organizations. Since 2006 he is professor of Project Management Graduate of the Universidad Católica Andrés Bello, in Caracas,Venezuela, where he teaches courses "Project Definition and Development" and "The Projects in Companies". He has experience leading multidisciplinary teams. Since 2000 he has specialized in the use of Mind Mapping technique applied to the optimization of business management.
