As a Legal Adviser, I assess local legislative frameworks in Somalia and guide legal reforms, focusing on maritime law enforcement. Within EUCAP Somalia, I aid in developing legislation, strengthening the criminal justice system, and advising on policy matters. Achievements : - Establishing the Maritime Crimes Unit at the Attorney General's Office, tackling piracy and illegal fishing. - Assistance in Somalia's accession to international maritime conventions - Handling of legal matters for the mission, including negotiations with host authorities.EUCAP Somalia enhances the country’s maritime civilian law enforcement capacity by supporting federal and regional authorities in developing legislation, strengthening the criminal justice chain in the maritime domain and providing advice on policy to the Somali ministry of internal security and the Somali Police Force. The Mission supports the development of coast guard and maritime police functions in and around the main Somali ports and implements additional assistance to broader policy development.

Ramallah

Support the reform of the criminal justice sector by advising the Palestinian actors (High Judicial Council, Attorney General Office, Ministry of Justice, Anti-Corruption Commission, etc.) on the delivery of improved public services. Development and management of capacity-building projects for the Palestinian Rule of Law/Security Sector in support of the Palestinian Judiciary, the Ministry of Justice and the Ministry of Interior. Support legislative drafting for developing the legal framework on international legal and judicial cooperation.Achievements:- Located as a new counterpart to the mission, the Palestinian Judicial Institute is the main judicial training institution for the Palestinian Authority.- Several projects were implemented successfully to enhance the capacities and training of the Palestinian judicial institutions (judges and prosecutors are the main beneficiaries), namely the Palestinian Judicial Institute and the High Judicial Council.

Prishtinë/Pristina

Programming and Capacity Building: Monitor and analyze Kosovo's rule of law/justice reform. Liaise with and advise new Kosovo judicial authorities on conflict-related issues according to Best European Standards, ensuring their incorporation into newly developed legislation. Guide justice authorities and relevant actors in the justice sector reform. Coordinate with other international actors.Reporting and Information Flow: Report on the rule of law/justice issues and disseminate lessons learned and best practices. Serve as the mission's focal point for justice-related matters and facilitate capacity building for Kosovo justice authorities.Achievements:- Support the Kosovo legal system by monitoring court proceedings, analyzing court records, and collaborating with court staff, judges, prosecutors, and lawyers.- Monitor selected cases processed by the justice system and report on compliance with domestic law and European and international human rights standards.- Conduct thematic inspections and performance assessments to identify and address structural weaknesses in local counterparts.- Analyze potential political interference, corruption, minority rights, property rights, gender issues, etc., contributing to implementing the mission's policies.- Ensure timely and accurate reporting and information flow following planning documents, including all mission reports.- Represent the mission in various Legislative Working Groups and conferences.

Kosovo

Assisted EULEX Judges in handling sensitive cases related to war crimes, corruption, terrorism, organized crime, property disputes, and post-conflict issues. Responsibilities included pre-selecting files based on their sensitivity and conflict relevance, organizing trials, liaising with public institutions, experts, and witnesses, and conducting legal research to support judges and legal reform efforts. Conducted various monitoring and evaluations, including daily monitoring, mentoring, and advising activities, and represented EULEX in legislative working groups drafting laws related to property, civil enforcement procedures, and contested procedures. Served as a focal point for court administration and property-related civil cases, analyzing findings and proposing solutions to address shortcomings. Monitored Kosovo Judicial Council elections and implementation of the National Backlog Reduction Strategy by Kosovo Courts. Supervised the maintenance of court registries, ensuring updates on procedural actions in criminal and civil cases. Engaged in capacity building in Transitional Justice through presentations at international seminars and conferences, focusing on constitutional rights in Kosovo and Serbia. Coordinated and supervised the daily work of seven national staff members within the Civil Team of EULEX Judges.Achievements:- Several conflict-related cases in my portfolio were adjudicated successfully and handed over to the Kosovo Courts.- Procedures enhanced in adjudicating sensitive files, such as remote witness statements online, witness protection, use of languages in Court, etc.- Supported several legislative developments through participation in Working Groups representing the mission.

As a Short-Term Consultant with Particip GmbH, the Key Expert evaluated the IPA Project "Civil Code and Property Rights," funded by the European Union and benefiting the Kosovo Ministry of Justice. The project aimed to align civil laws with European standards, addressing legal gaps concerning property rights, inheritance, women's rights, and obligations. Monitoring and Evaluation: Conducted an independent assessment of the project's design, implementation, and outcomes. Organized workshops to share conclusions and lessons learned. Identified areas for improvement and proposed strategies for future activities. Published several reports summarizing evaluation findings and drafted the main components of the Terms of Reference for a follow-up IPA project on the Civil Code.Capacity Building: Facilitated workshops for transitional justice actors in Kosovo to support the creation of a unified Civil Code. Organized consultation workshops, promoted collaborative approaches between formal and traditional justice systems, and provided training to stakeholders' organizations.Engagement with Civil Society: Facilitated consultations with civil society representatives, including international and regional organizations, to identify challenges in the civil law codification process. Aimed to address issues related to formal and informal justice approaches and support their integration into the codification processes.Achievements:- Successful Program evaluation. - The conclusions set the conditions for the follow-up project, supported by the EU Delegation to Kosovo, to achieve a Kosovo Civil Code Act.

Kosovo

As the Team Coordinator of the OSCE Municipal Team in Obiliq/Obilić and Shtime/Stimlje, I liaised with municipal authorities and monitored human rights issues during its legal transition. This involves overseeing community-based Transitional Justice Processes and contributing to the Constitutional Process of the Republic of Kosovo. Proactive monitoring and periodic evaluation reports were prepared on all aspects of municipal institutions, assessing efficiency, effectiveness, impact, and sustainability based on international human rights standards. Reports were then used to propose future actions or adjust ongoing activities. Coordinating remedial measures, including advising municipal authorities and designing new strategies, was also managed.Achievements: - 1200 IDPs benefited from the Municipal Return Strategy. - Interethnic reconciliation youth project. - Documentary on the Plemetina/Plemetin refugee camp. - Unification of School premises belonging to different minorities. - Refurbishment of the mental health institution in Shtime-Stimlje.

Kosovo

In the context of the post-conflict restoration of justice, I focused on implementing the Kosovo Property Agency's Legal Massive Claims process and reviewing and processing restitution and repossession property claims. My responsibilities included assessing and evaluating the current situation and continuously monitoring the region's legal and policy changes and operational conditions. I was pivotal in establishing a Case database to track procedural progress and set alerts for any delays to ensure quality control. I also participated in Drafting decisions, memoranda, and other legal documents, managing the legal caseload by categorizing and distributing cases among the legal team, providing legal advice, and coordinating with case handlers. I assisted in developing and improving procedures, templates, and manuals for the legal process, conducting training sessions for legal professionals.Additionally, in terms of Enforcement, I oversaw the conduct of 400 evictions in 16 months. This includes coordinating the Enforcement Team in the field, managing security situations, and liaising with authorities to facilitate the return of properties to legitimate owners after the Kosovo conflict and internal displacement caused by combat. As acting Regional Office Supervisor, my responsibilities included monitoring and advising the national Head of Office in Gjilan/Gnjilane and managing the Regional Team to address any emerging issues effectively.Achievements:- Contribution to the restitution of housing rights in more than 30000 claims decided in a massive claim process. - Around 11000 families repossessed of their properties. - Successful simplification of all procedures to reach the goals on time. - More than 400 evictions were successfully conducted in Kosovo without any security incident.
