In overall command of the University of Hawai’i’s sole research vessel, the R/V Kilo Moana a 2500 LT 188 feet LOA SWATH vessel owned by the Office of Naval Research and operated by the University of Hawai’i’s School of Ocean and Earth Science and Technology. Executed numerous research cruises with a complement of 25 crew and 25 scientists.

In overall command of 120 mariners. 360 consecutive days at sea as Captain. In overall command of the safe navigation and efficient operation of two Combat Logistic Force vessels: USNS WALTER S. DIEHL (T-AO 193) (Henry J. Kaiser Class Fleet Replenishment Tanker) and USNS WILLIAM MCLEAN (T-AKE 12) (Lewis & Clark Dry Stores and Ammunition Ship).

As the Deck Department Head, the First Officer is responsible for the safe, effective and efficient management and supervision of deck department employees. Ensures sound fiscal management and adherence to budget guidelines by deck department employees. Has a thorough knowledge of the CMPI and DHAMS. Serves as the Ships' Safety Officer, Training Officer, Damage Control Officer, Vessel Security Officer, Oil Spill Coordinator and Gas Free Engineer. As second in command of the ship, is directly accountable to the Master for all matters pertaining to management, operation, care, safety, and physical condition of deck department operations and keeps the Master informed in those areas. Keeps abreast of all ship's business mattersand acts on behalf of the Master when he/she is not available. Maintains a functional understanding of ship's mission, operations, command relationships, and operational reports. Acts as a Command Duty officer (CDO) in charge of the Shipboard Reaction Force (SRF) and fire parties. Performs emergency duties as assigned by the Master and reflected on the Station Bill. Responsible for the proper planning, loading, stowage and discharge of cargo and maintenance of the ship in a safe and stable condition. As training officer, is responsible for training of all personnel in their duties during replenishment or mission operations, and for the compilation and submission of all required departmental training reports. Ensures Deck Officers maintain their proficiency in safe navigational practices and ensures crewmembers are properly trained to respond to all emergencies.

•Performed as Second Mate on board ocean/inland towing, harbor, and ship assist tugs from 1000-5000 horsepower Z-drive/Conventional tugs servicing Southeast Alaska, Kenai Peninsula, and the Hawaiian Islands. Routinely provided world class customer service in austere infrastructure environments under severe weather conditions •Under direction of Captain acted as Deck Boss during barge cargo operations.•Directly assisted the Mate & Captain in supervising deck crews in: making/breaking tow, line handling, and deck operations.•Prudently piloted tug and tows northbound and southbound through Canadian/Alaskan Inside Passages.

LEADERSHIP: Lead teams of up to 75 personnel to support ships and special missions in port and at sea. Develop training programs to promote safety awareness and establish controls to eliminate or minimize accident potential or unhealthy conditions for hazardous operations. Oversee complex operations to ensure safety as Cargo Department Supervisor, Flight Deck/Helicopter Control Officer, Ordnance Accountability Officer and primary Ordnance Program Manager/Accountant, Safety Officer, Afloat Environmental Protection Coordinator, Gas Free Engineer, Fire Party Leader, Antiterrorism Officer and Vessel Security Officer, etc. Coordinate weekly fire and abandon ship drills.OCCUPATIONAL SAFETY: Provide technical advice to managers and others on risk assessments, Occupational Safety and Health Administration (OSHA) requirements, Personal Protective Equipment (PPE) selection and other safety issues. Conduct worksite inspections for compliance with safety and occupational health rules and regulations, identifying appropriate abatement techniques/methods for a wide range of hazards, including ordnance, radiation and HAZMAT. Implement and maintain shipboard programs using the Shipboard Management System. Participate in safety and environmental audits, inspections and assessments in compliance with International Maritime Organization (IMO), US Coast Guard (USCG), American Bureau of Shipping (ABS) and Department of Defense (DOD) requirements across the globe. TECHNICAL COMPETENCE: Use knowledge acquired through formal training and extensive on-the-job experience to perform fire prevention inspections of vessel. Work with, understand and evaluate technical information to advise others on technical issues, eliminate fire hazards and institute fire-prevention measures. Provide direction on proper load planning and stowage of liquid, dry, sensitive and ordnance cargos, including fire hazards, explosives, corrosive materials and other HAZMAT.
