Capital Improvements Program Division Manager
CurrentCIP Division Manager responsible for all bond development, budgeting, contracting, design and construction management of city infrastructure, and operational, culture and leisure facilities. Typical construction costs for projects personally managed individually range from $0.5 million to $14 million, and bond packages are typically in excess of $100 million.PM responsibilities include:• Departmental needs assessments and prioritization for bonding purposes• Council and public presentations on all project related issues• Project scope definition, budget preparation, and contract negotiations• Management and responsibility of all project finances, invoicing, and payment• Management and responsibility of all project design, planning, reporting, quality control and plan review• Project design team and construction contractor evaluation, selection, assignment and management.• Management and responsibility of all project construction, submittal review, reporting, quality control and field inspection• Successful management of multiple simultaneous projects within schedules and budgetsResponsibilities encompass all elements from initial conception to departmental occupation for use on a broad background of projects ranging from City Hall to public safety to recreation. Provide oversight and coordination between designers, builders and all associated City departments throughout the life of the project, including final project documentation for operations and maintenance. Active and past projects include the following:• Streets, drainage, water, sanitary sewer, and associated infrastructure • Public works facilities including pump stations and elevated storage tanks. • City Hall, library, senior center and other general civic facilities• Fire and Police stations• Animal adoption center• Recreation centers• Swimming pools and splash pads• Development of City’s Hike & Bike Master Plan• Sports fields including baseball and soccer complexes
