Seconded to Transport for NSW as a Principal Commercial Adviser. Responsible for driving improvements to both Capital and Operational Expenditure on the Western Harbour Tunnel project. Liaising with the Asset Manager, Design & Construct Contractor and several business units within the client organisation. Utilising the Incentivised Target Cost Contract to motivate whole of life benefits for the client.

Responsible for all commercial aspects of the procurement, mobilisation and delivery of the Sydney Roads Asset Performance Contracts (SRAP). Aspects of this role include;• Led the development and implementation of the commercial model for the next generation of Sydney’s Road maintenance contracts to deliver optimal value for money for NSW. • Managed commercial processes through the transaction of the maintenance contracts including coordinating responses to all commercial RFI's and provide analysis of the commercial approach undertaken by tenderers. • Provided authoritative advice on all commercial matters associated with the new contracts. Leading commercial development and supporting the assurance processes within the project. • Provided timely and strategic advice to senior management on interface activities, including risks, issues, and mitigation strategies to facilitate executive decision making and ensure decisions align to overarching objectives. • Led the development, assessment, negotiation, approval and execution of commercial agreements between TfNSW and third parties ensuring that advice and other outputs comply with appropriate policies, procedures and processes for efficient and effective contract management and adherence with government policy.

Seconded to Roads and Maritime Services (RMS) as Commercial Manager - Belmore Road Ramps. The project involved state and federal government funded alterations to an existing motorway being operated as a PPP concession.Key aspects of this role were;• Developed the contract framework and procurement process • Led the development of the project interface agreement with the private motorway operator, • Managed estimating and economics for project assurance• Worked with the Technical Project Manager and consultants in Project Assurance to deliver the commercial aspects of business cases • Worked with external & internal subject matter experts to develop and finalise commercial aspects of the tender. • Prepared the construction contract in collaboration with RMS Legal & Legal Advisers• Convened and led the tender evaluation • Oversight of the scheduling and management of commercial risks within the overall projects risk management framework.• Prepare regular project reporting and cash flow forecasts in consultation with the Project Director

Responsible for managing outline scope and budgets on all proposed university capital projects that formed the $1B transformational 2020 Campus Improvement Plan. Managed the commercial assessment of proposed projects to ensure time, cost and quality risks are minimised. Informed early business cases that shape not only the physical characteristics of the campuses but also the future capability and capacity of individual faculties and the University as a whole. Provided commercial advice on projects in delivery to ensure value for money principles were adhered to for the benefit of the university. Gained exposure to the complexities of upgrading laboratories for physical containment (PC2) and compliance with infrastructure standards, often in heritage listed buildings with adjacent occupants.

Client side role revolved around sourcing, managing and delivering capital cost management consulting commissions supported by a team of professional Quantity Surveyors.• Sought and won the roles of Independent Verifier, Independent Certifier and Financiers Independent Engineer for the $900m Single LEAP 2 Public Private Partnership Defence Living in Accommodation project involving 3,015 units across 14 defence bases being delivered in 17 stages. My role as program director involved the co-ordination of 20 internal staff around Australia to deliver the required reports as well as liaising with the consortium and department of defence stakeholders at the project works committee (PWC) level. • Tendered won and managed Cost Manager / Commercial Adviser commissions for several mission critical data centre new builds and refurbishments, gaining exposure to heavy engineering services infrastructure design and construction. This included several repeat commissions for CBA as their data centre managers’ trusted commercial adviser for new projects• At the outset of the GFC, won and managed cost management commissions for the nation building public housing program of works for NSW Department of Housing, delivering much needed revenue for the firm.• Sought won and managed the preparation of detailed maintenance planning reports to assist in the acquisition of 23 aged care villages around Australia • Trained and mentored junior and mid level staff in the application of Quantity Surveying tasksInternal Operations Manager role involved ensuring the commercial position of my regional business line was optimised by reviewing contracts, closing out revenue opportunities, minimising aged debt / maximising working capital and managing changes to revenue and cost across the business line.
