In this role, I have responsibility for the implementation of policies within the adopted West Dorset, Weymouth & Portland Local Plan. In particular major development allocations including development sites at Chickerell, Bridport, Crossways and Littlemoor. I have responsibly for the negotiation of infrastructure provision through s106 agreements and work closely with developers, landowners, their agents and infrastructure partners. In my team, I am responsible for specialist officers including two landscape architects and two urban designers. I manage and oversee their input to major development allocations, planning applications and also support their input to plan-making. I also have responsibly for the day to day management of the West Dorset and Weymouth and Portland CIL charging schedules which were implemented in July 2016.

In this role, I line managed a team of policy planners during the examination of the West Dorset, Weymouth & Portland Local Plan. I was seconded to this role initially for 12 months to cover a period of maternity leave. I had responsibility for preparing an update to the Strategic Housing Land Assessment with my team working alongside other specialist officers including landscape architects and urban designers. I also took on the responsibility for preparing and publishing the Council’s housing land supply position and prepared evidence to support a number of thematic and site-specific policies. I coordinated public consultation both prior to and following the examination hearings and working closely with the programme officer to ensure that the examination stayed on track. During the hearing sessions, I represented the Council helping to defend and justify the policies at a public examination. The local plan was found sound at examination and adopted in October 2015.I was also responsible for taking the Community Infrastructure Levy charging schedules through examination and worked closely with externally appointed consultants on the preparation of viability evidence. The CIL charging schedules for West Dorset and Weymouth & Portland we’re successfully adopted alongside the Local Plan.

In this role, I was a senior member of the Local Plans team responsible for the preparation of the West Dorset, Weymouth & Portland Local Plan.This role allowed me to develop a good general understanding of Planning Policy both at a local and national level. This knowledge was put to use in drafting strategic and Development Management policies for the Local Plan. This position gave me extensive experience of public and stakeholder consultation. I had key responsibilities for infrastructure delivery and my work informed the Council’s now adopted Community Infrastructure Levy (CIL).In the role, I was a consultee giving professional advice on the interpretation and implementation of planning policies for major and minor planning including housing land supply, planning obligations and a variety of other planning policy matters.

I spent approximately 2 years during this role leading and coordinating major projects within the Planning Policy team under the supervision of the General Manager for Regeneration & Sustainability. In that time, the team successfully prepared a Core Strategy Pre-Submission Draft, Sustainability Appraisal and background papers.I took a lead role in writing the Weymouth & Portland Draft Core Strategy, writing associated background papers on employment, housing and transport. I facilitated member training, presented findings at working groups and prepared committee papers.I coordinated and facilitated two major public consultations on the Core Strategy; my engagement also included elected member training/briefing, dialogue with landowners and statutory consultees in developing strategic allocations, and consultation with local schools and community groups.I commissioned and oversaw the work of external consultants in developing components of the Core Strategy evidence base. I took a lead role in developing an interim planning obligations policy, working in close partnership with statutory agencies. I represented the authority at external meetings.

I performed a variety of roles in this position. As Planning Assistant, I experienced the Local Plan examination by assisting the Programme Officer.While Planning Assistant, I was delegated the responsibility of writing the Statement of Community Involvement. I was also responsible for coordinating consultation, presenting the findings at committee and seeking member endorsement. I also dealt with the successful written reps examination.
