• A leadership billet, specifically oversees the execution of 18 Service and 43 Informational Technology (IT) Commodity Programs/Contracts for the entire N&NC command with acquisition annual budget of over $69M. Programs, include but not limited to Cybersecurity, Network Operations and Maintenance Support, Cyberspace Warning and Operations Center support, Automated Notification and Recall System, Telecommunication support, Hardware/Software supply, Microsoft 365, and all things IT services.• Performs cost estimations, cost, schedules, and performance oversight/monitoring on multiple programs. Applies known methods and procedures in concert with applicable federal law, regulation and instructions to ensure effective and efficient programs and services. • Works lock-step with several outside contracting agencies for the planning, organization, and coordination in the development of solicitation, competitive awards, schedule, PWS, IGCE, Evaluation Criteria development, Risk Analysis and mitigation, etc. • Develops policy and recommendations to resolve substantive problems and issue regarding the acquisition process ensuring effectiveness and efficiency within the J6 Communication Department. • Develops, monitors, and reports organizational performance metrics that inform senior leaders including direct report to the J6 actual (2 Star General), on the health and welfare of the various command Acquisition actions and ongoing programs. Provide early detection of emerging problems and takes affective action to correct.• Leads several Integrated Product Teams (IPT) that include Mission Partners, applicable departments Reps, Contracting Officer (CO) and Contracting Officers Representatives (COR) on multiple high visibility solicitations. Modification, and oversight IRT negotiation of pricing with contractor to ensure compliance to all contractual terms and conditions.

-Charged with assessment of progress on three United States Space Force (USSF) cybersecurity programs at $80M+ IRT cost estimates, schedules and performance supportability baseline requirements by applying known methods and procedures in concert with applicable federal law, regulation and instructions.-Accountable for the planning, organization, and coordination activates of various cross-functional specialists including contracting, engineering, manufacturing, program control, configuration/ data management, testing, and logistics on multiple cybersecurity services task orders and contracts with surveillance insights across the global -USSF footprint.-Leads the review and directions of contracted support staff in meetings program objectives and recommendations/ implementing corrective actions when applicable while ensuring all parties continued to meet terms and conditions of contracted support.- Responsible for the preparation and presentations of staff studies, training iterations, and management reviews of Program Directors, USSF/USAF/DAF leadership, and other DoD management officials.- Develop and defines mission requirements for multiple contracts in concert with mission partners and contracting personnel during pre-award milestone of a large Cyber-Defense enterprise.

- Overall in charge of Maintenance Availability management onboard US Naval Vessels and related projects. Coordinates day-to-day activities of the assigned project team members including personnel supervision, work assignments, and coordination of the multiple maintenance work items to attain production goals consistent with cost, quality, and delivery requirements.- Confers with management and support personnel to establish production schedules, develop budget, cost controls, and to obtain data regarding types, quantities, specifications and delivery dates of products ordered.- Coordinates production activities with material procurement/control, maintenance and quality control activities to obtain optimum production and utilization of human resources, machines, and equipment.-Conducted meetings with government Contracting Officers for contract modification, negotiation of pricing with contractor to ensure compliance to all contractual terms and conditions, Federal Acquisition Regulations (FAR), company policies, and other applicable laws or regulations.Responsible for coordinating emergent and short notice work items, interprets work specifications, plans project sequencing, and develops estimates for work items.-Assigns personnel and manages work execution, reconciles final billing on assigned projects.

- Overall responsible for emergent repairs, Continuous and Planned Maintenance responses of Forward Deployed Naval Forces within the C5F Area of Operations (AOR). Ensured the correction of over 560 material causalities on U.S. Naval Warships. Recognized as the maintenance expert within the C5F.- Directed 136 military and DoD civilian workforce within Forward Deployed Regional Maintenance Center (FDRMC) in the execution of Distance and Onboard Technical Assistance/support.- Provided administrative oversight of 7 civilian and 35 military personnel effectively scheduling leave, preparing, reviewing, and revising position descriptions, correspondence screening, and restructuring personnel assignments in order to ensure the highest level- Communicated effectively with Flag level Fleet Commanders as well as other higher authority staff members and other outside activities so that schedules and scope was clear. Effectively managed customer expectations in regards to technical scope, and delivered operational results.- Produced a variety daily/weekly/monthly progress reports detailing project/repair progress and overall cost to senior management across several operational commands within the maintenance enterprise.- Delivered accurate and timely responses to data calls and ensured high quality info flow possible

- Coordinated across multiple organizations within the maintenance enterprise to analyze, track, and resolve emergent material casualties on 36 DDGs and 10 CGs; correcting literally 1000s of casualties.- Developed a Maintenance and Sustainment Operational Budgets for all ships across the waterfronts by performing budget forecasting, financial analyses, evaluating policy, coordination special projects, projecting financial resources and requirements, and developing and tracking short and long-range fiscal planning programs for maintenance of 36 DDGs under C3F’s maintenance umbrella; tracked and approved budgets in excess of $37M/year and oversaw the execution other funding requirements for planned, emergent, and continuous maintenance.- Provided daily oversight of DoD civilian’s as First Line Supervisor and Type-Desk Manager for all military members within the Shipboard Maintenance Department; performed all administrative supervisory functions for 7 DoD civilians and 14 military members.

- Interfaced across all directorates of SIXTH Fleet Area of Operations (AOR), ensured the timely correction of over 1,300 equipment casualties onboard forward deployed and Europe based warships.- As Executive Officer of the command, oversaw and was responsible for the all daily operations and administration actions for 45 military and DoD employees. Screened new employees, member of hiring board, work performance reviews and reports as well as all manner of administrations oversight.- Oversaw all project phases completion including, planning, execution, monitoring and controlling and closeout of maintenance actions. Provided summaries and produced Lessons Learned for proposed process changes. Developed project plans, ensured compliance to technical specifications, and managed resources to ensure project schedule, budget, quality and specification goal were met.- Advised the Commanding Officer on productivity status, programs, policies, and command objectives.- Expanded FDRMC regional operational footprint throughout the regions, including the Baltics states through the successful establishment of new maintenance/logistic centric ports; expertly managed “port-loading” levels at each port to ensure continued port capability and capacity for on-demand maintenance action when required.- As Diving and Salvage Officer, organized all logistic requirements for underwater ship husbandry (Diving Operations) projects in support of the Fleet readiness at both the tactical and operational levels; provided direct supervision of 48 diving projects and provided emergency repairs on numerous vessels successfully restoring 24 U.S. Navy warship to “Full Mission Capable” status.

SEAL Operator responsibilities: Assist in planning and the execution of tactical operations with multiple national / multi-agencies in the execution of air and land forces combat operations. Responsible to train foreign government agencies, peers and junior personnel in all facets of military operations including but not limited to the following combat operations: Land Warfare, Hand-To-Hand Combat Tactics, Close Quarter Combat, Maritime and Small Boat Operations, Diving Operations to include Clandestine Ship Attach, Riverine Warfare, Air Operations (Static/HALO, Fast-rope, Repelling etc.) Surveillance and Reconnaissance Operations. NEC/5326 Marine Mammal Handler responsibilities: include the planning and the execution of the Chief of Naval Operations (CNO) priority #1 mission to develop and execute mine detection and neutralization operations for the Near shore area of the surf zone utilizing both military combat divers and marine mammal systems (Dolphin).Specific Qualifications: Static Line Jump Master, Cast Master, Rope Master, Diving Supervisor for SCUBA and Closed Loop Breathing Apparatus (DRAGGER LAR V/MK 25), SERE and Military HALO.
