I have specialised in non domestic rating for 40 years qualifying as a cadet valuer at the Valuation Office,moving to Cooke & Arkwright in 1988 where I have represented many of the UK's principal commercial property occupiers , conducting appeals before the Valuation Tribunal and the Upper Tribunal(Lands Chamber) including cases of national significance.I am a member of the Royal Institution of Chartered Surveyors(RICS) where I sit on the National Rating and Local Taxation Policy Panel ; the Welsh Ratepayers' Forum ; the Institute of Revenues,Rating and Valuation (IRRV) Valuation Faculty Board ; the Rating Surveyor's Association (RSA) ; and the Compulsory Purchase Association.In my capacity as RICS Wales spokesperson on local taxation I have given evidence to the Welsh Government's Business Rates Task and Finish Group and the National Assembly’s Economy, Infrastructure and Skills Committee.I have presented to the National Rating Day Conference ; the RICS Rating Diploma Holder’s annual meeting and the Valuation Tribunal for Wales .My expertise extends to compulsory purchase valuations where I have represented both claimants and acquiring authorities including the conduct of referrals to the Upper Tribunal(Lands Chamber).I am a founder member of the Compulsory Purchase Association Welsh Steering Committee.
