Andrew is recognised as being at the forefront of the development of housing law and a leading “all-round local government silk" in Chambers & Partners UK. He has been variously described by them as “the godfather of housing law", “pre-eminent in the field" and “consistently involved in the biggest and best cases". He founded Arden Chambers in 1993 to provide a centre for specialist practice primarily in the area of housing law. Andrew has appeared in a large number of important cases - many in the House of Lords - from the early homelessness cases of the 1980s through to the recent human rights cases, including the Crédit Suisse litigation, CPA challenges, a range of other local government finance matters, audit from rate-capping to "Homes for Votes," and procurement from CCT to EC. Most recently, he has led the challenge to the government’s local government reorganisation proposals.Andrew won the landmark House of Lords human rights cases of Harrow LBC v. Qazi, Kay v Lambeth LBC and YL v Birmingham CC & others In all, he has appeared in 85 reported decisions, 16 of them in the House of Lords. He has also conducted five local government inquries/reviews. Andrew is a leading author on both housing and local government matters, whose titles include principal practitioner texts in each area (Arden & Partington’s Housing Law, Homelessness and Allocations. and Local Government Constitutional and Administrative Law).
