Direct, plan, supervise and coordinate the work of the Public Works Department’s Engineering Division. Direct the citywide capital improvement program, and the review of private development. Supervise the City Traffic Engineer, Environmental Regulations Programs Manager, Senior Engineers, and the Construction Project Manager. Perform a variety of professional level engineering functions and serve as the City Engineer. Coordinates activities with other divisions, departments, outside agencies and organizations. Assist with establishing department goals, objectives, policies and procedures; and, performs related duties as assigned. In conjunction with the Deputy Public Works Director-Administration, assume functional responsibility of the Department in absence of the Public Works Director.

Perform and manage difficult and complex research, analysis and planning of City traffic, transportation and parking operations. Prepare designs, plans, quantities, specifications and construction drawings; manage consultants and traffic engineering projects within department standards, requirements and practices; act as Project Engineer for assigned projects; conduct and provide essential support for the preparation of planning and traffic studies and investigations, including traffic/transportation surveys and traffic accident investigations; provide oversight of traffic impact studies, and review Traffic Impact Analysis for City projects or private development projects in coordination with various City departments. Prepare and monitor the annual budget for assigned team. Prepare, process and monitor grant applications and contracts for traffic engineering projects. Prepare and manage the preparation of staff reports and make oral presentations at City Council, City Commissions and other boards as assigned. Represent the City at meetings with outside agencies. Select, supervise, train and evaluate professional and technical subordinates. Plan, assign, direct and review the work of professional and technical staff for a variety of municipal projects. Oversee the City's Transportation Impact Fee Program; prepare regular and significant program updates as required by the General Plan Update processes; work with local Metropolitan Planning Organizations and City consultants on cost-efficient updates and maintenance of the City Travel Demand Model. Support and advocate for Complete Streets principles and Green Streets creation in the City. Support alternative transportation modes and transit system development with regional transit agency. Respond to traffic requests including neighborhood traffic calming, school safety issues, and parking analysis. Promote and maintain safety in the work place. Perform related duties as assigned.

Manage transportation planning and design projects; Prepare plans, specifications and estimates for construction projects; Prepare technical reports and memorandums; Prepare monthly reports and invoicing; Obtain permits for construction, Monitor and respond to requests for proposals; Attend interviews and make presentations; Assist in the development of the company’s AutoCAD standards and training manual; oversee and train junior engineers and interns.

Collaborate with various design teams, sub-consultants, and clients on projects in the Bay Area and throughout Southern California; Produce project deliverables including, plans, estimates, reports, technical memorandums, presentation material, and exhibits; Develop Synchro models and traffic studies.

Performed a life cycle assessment study on the environmental impacts of premise plumbing systems. Research work was done in collaboration with faculty at SJSU and Hewlett-Packard. The conference paper was presented at the ASCE EWRI conference in Palm Springs, California, May 2011.

Corrected and grade students’ homework and quizzes for several sections of calculus I, II, and III, mechanics of materials, and water resources engineering classes. In addition, created organized and maintained Microsoft Excel spreadsheets of students’ grades for entire semesters. As well as occasionally proctoring classes in the absence of the professor.
