For over 20 years, I have led projects providing practical real estate development advisory services, economic development support, market studies, financial feasibility analysis, and fiscal impact analysis to public and private sector clients. My expertise spans multiple real estate categories including mixed-income and mixed-use multifamily housing, hospitality and leisure uses, retail centers, marina districts, and adaptive reuse for residential and creative office applications. I have worked extensively with the public sector on area plans, housing policy, and economic development strategies; and with the private sector on highest and best use strategies, infill redevelopment opportunity analysis, fiscal impact analysis, and transaction support. My work frequently entails defining, coordinating, and integrating inputs from many contributors representing multiple disciplines including real estate economics, land use planning, and urban design. I also have conceived, executed, and delivered many focused smaller-scale studies to inform real estate development and policy. My recent work has focused on analysis for policies that encourage affordable and market-rate housing development in Southern California. This has included inclusionary housing and density bonus programs for the cities of Los Angeles and Pasadena and the County of San Diego. In addition, I have recently led highest-and-best-use feasibility studies in the cities of Palos Verdes Estates and Yorba Linda and for the Wilmington Marina district at the Port of Los Angeles.
