Management/leadership: • Managed large animal health projects within the FAO program portfolio which support the national Vietnamese disease control program. This involved design, technical support, management and monitoring of numerous sub-contracts with implementing partners and consultants. • Provided strategic advice to FAO on program direction and development. Represented FAO in national and regional meetings with technical partners, government counter-parts, regional institutions and donors. • Developed collaborative partnerships, coordination structures and networks between FAO, government and non-government agencies, made strategy presentations and contributed to the FAO planning framework. • Managed a team of technical officers and technical consultants and directly advised Government counterparts, implementing partners and donors.Technical: •Responsible for developing and implementing a multi-disciplinary, integrated and targeted approach to HPAI prevention and control which seeks to address drivers of disease occurrence, strengthen the governance and structure of the poultry sub-sector to systemically reduce disease risks and promote good production practices and behavior change amongst stakeholders.• Profiling of production systems, agro-ecological zones and socio-economic stakeholder perspectives, risk assessment and building risk assessment and epidemiological capacity, strategic surveillance and disease prevention and control approaches (notably on vaccination, bio-security and good production practices), building capacity for outbreak investigation and response.• Building partnerships and capacity amongst stakeholders (including the private sector) and supporting and advising on appropriate policy development including trans-boundary disease control strategy

Ethiopia

• Led a US$7.5M project through rapid start up and implementation phases; ensuring programmatic coordination with other large, related projects and implementing partners. Played a senior management and technical advisory role to a 30 member, multi-disciplinary team. Responsibilities included project design and all aspects of project cycle management, developing donor, government and key partner relationships, coordinating the training program, monitoring, evaluation and reporting. The project linked development and relief activities using a value chain approach to improve pastoralist terms of trade, access to markets, sub-sector competitiveness and food security.• The technical role included project strategy development, advisory support to national government, regional livestock marketing departments and trade associations, capacity development for public and private sectors. Participatory and stakeholder driven approaches were used to strengthen livestock marketing, surveillance and movement monitoring through markets and trade corridors.• The CoP designed and supported a number of technical consultancies advising on by-product usage and feedlot strengthening, market infrastructure design and a drought related emergency off-take/destocking initiative, a partnership between livestock keepers, private traders, commercial banks and the project.

Kenya And Sudan

• Drafted project proposals and made key technical contributions covering; food security and poverty-focused livestock related livelihoods interventions, Rinderpest eradication, livestock early warning systems, small ruminant and poultry health and production.• Supported technical strategy development for animal health and livestock resources in the Horn of Africa; particularly community-based animal health systems, State Veterinary Services strengthening including the expansion and management of veterinary human resources and the establishment and strengthening of animal health institutions.• Supported the FAO Livestock Coordinator and stakeholders to develop animal health policies and strategies, focusing on trans-boundary disease control, market-orientated emergency livestock interventions and public and private sector animal health service delivery.• Developed emergency livestock interventions through a multi-disciplinary humanitarian response team in Darfur, Kenya and Djibouti and participated in a UN Inter-Agency Country Team to develop strategies to support Internally Displaced People.

Kenya And Sudan

• A member of the senior management team of the Household Food Security Emergency Coordination Unit of FAO; specifically led a team of 6 technical officers managing livestock projects including financial management, procurement, technical components, external consultancies and FAO livestock program development.• Provided coordination and participatory leadership to a coalition of 16 NGOs, local counterparts and donors who formed the OLS Livestock Program (a coordination structure engaging diverse range of stakeholders; donors, international and local development agencies and both northern and southern Sudanese government authorities). Managed relationships with donors, Government Ministries, NGOs and other partners to achieve coordinated and consensus-based progress within OLS.• Coordinated disease control approaches and supported training programs for 120 mid-level animal health auxiliaries and 1,000 community animal health workers. Harmonized cross-border control efforts between veterinary departments of the Governments of North and South Sudan.• Technical inputs included livestock related food security initiatives, strengthening vet services, including advice for expansion of the community-based animal health program, support to the successful Rinderpest eradication campaign, inputs into surveillance, participatory epidemiology and disease searching programs, development of appropriate early warning tools, small ruminant and poultry disease control programs.

Amman, Jordan

• Field-based technical adviser to pastoralist livelihoods program in arid lands of Jordan. Responsible for all aspects of project management and project implementation including coordination with institutional and implementing partners, project financial management and liaison with DFID and Durham University.• Managed a team of 8 national officers delivering a capacity strengthening program to the Agricultural Extension Department and supported the Veterinary Department’s clinical field service to develop service delivery models, notably the scaling up of the community-based animal health and extension worker program which piloted community-based and private sector trials in Bedouin pastoralist areas and included management of action research projects on ruminant nutrition and health and associated farmer extension stations.
