As Senior Director of Policy and Strategy, Andrew provides leadership for Prosperity Indiana on the strategic direction of initiatives that affect PI’s mission, including public policy and advocacy at the federal, state and local levels. He also works to identify and support strategic and policy initiatives that further the organization's goals. As Senior Director of Policy and Strategy, Andrew works with PI members and leadership to develop and advance the association’s annual policy agenda and supervise policy and advocacy activities.

I am humbled and honored to join NLIHC’s efforts to work to decrease homelessness and housing poverty for the most vulnerable while increasing housing justice for all Americans. NLIHC has a strong record of lifting up the voices of the people impacted by policies and of investing in partnerships that advance equity and positive housing outcomes for populations most in need, and I am proud to help further that work on the NLIHC board of directors.

Leads the development, growth, and promotion of NSC’s Skills State Policy Advocacy Network (SkillSPAN) – a multi-state network of state coalitions working to advance policies that support industry engagement, skills equity, public accountability and job-driven investment in collaboration with NSC staff, national partners, and state coalition leads. Assesses the needs of coalitions and coordinate/leverage NSC staff capacities (policy analysis/development, coalition building, communications, and policymaker engagement) toward policy impacts. Facilitates peer learning across coalitions. Works with NSC staff and partners to promote the network, its products, value, and impact in a variety of communication formats. Raises, manages, and grows resources with the support of NSC staff. Recruits and supervises staff, interns and consultants.

• Research and analysis of existing and emerging program and policy areas at the federal, state, and local levels related to low-income working families, including workforce, economic development, and education.• Staff and coordinate the Indiana Skills2Compete Coalition, made up of a bipartisan group of state legislators as well as education policymakers, business, labor, and community leaders that have come together with the aim of closing Indiana’s skills gap.• Author or co-author of reports including: Credentials of Opportunity - Better Jobs, Better Employment and Better Outcomes; Reverse Credit Transfer - A Completion Strategy that Indiana's Earned; and policy briefs on sub-baccalaureate credential attainment and measurement; adult learners and supportive services.

∙ As part of Presidential Management Fellowship, detailed to Senate Veterans Affairs Committee health policy staff∙ Participated in the conference committee negotiations between the House and Senate over what is now Public Law 109-461, the Veterans Benefits, Health Care, and Information Technology Act of 2006∙ Conducted oversight research projects on management of health care for veterans of wars in Iraq and Afghanistan∙ Researched and wrote materials used in Committee hearings, press releases and Senate floor statements
