Risk Frontiers is the largest disaster research and development centre in Australia and are market leaders in the fields of catastrophe modelling and disaster management.Andrew is a sought after expert and works with Risk Frontiers' clients to develop innovative and effective solutions in the areas of disaster risk management, crisis management, resilience, enterprise risk management, stakeholder engagement and research.Andrew has led some 75 consulting engagements across a variety of local, state and commonwealth government clients. He is a regular invited speaker at Australian and International conferences and forums. Andrew has been an invited author of World Health Organisation and International Red Cross and Red Crescent Society publications. Andrew is a current lead researcher with the Bushfire and Natural Hazards Cooperative Research Centre and is widely published on emergency management topics in Australian and international journals.Andrew is regularly featured in the broadcast and print media. He has appeared on The Project, StudioTen, BBC World News, Sky News and ABC News.As a member of the Risk Frontiers board, Andrew has led governance, strategy, finance and risk management initiatives.

Developed and led the implementation of risk and resilience frameworks to support a culture of localised innovation and service improvement through considered risk taking across FACS. Managed staff supporting Divisions and Districts, in a dynamic and high-pressure environment.Achievements• Developed and implemented a new Enterprise Risk Management Framework across FACS, including a large cultural change component and risk intelligence system. • Developed a Strategic Risk Management Plan for FACS and associated Risk Management Plans for Divisions and Districts, including associated reporting to the Executive Board and Risk and Audit Committee, and provided advice regarding emerging risks and control frameworks.• Developed a new business resilience framework for FACS and partnered with Districts and Divisions to build Plans and capability.• Led internal audit planning and managed high profile reviews addressing key risks.• Led the development of a MoU between FACS and another Department regarding provision of Disaster Welfare Services.

As member of the VICSES Executive reporting to the CEO, led emergency management, corporate communications and community resilience functions, and performed senior leadership roles during significant emergency events. Developed a new service focused Division consisting of 50 employees and associated budgets, which facilitated substantial growth to improve sector wide capabilities in emergency planning, risk management, public information, incident response and community engagement.Achievements• Acted as CEO on a number of occasions and provided briefings directly to Prime Ministers, Premiers and Ministers.• Developed and implemented a successful budget bid and strategic funding partnerships to resource the development of the VICSES Emergency Management and Communications Division.• Led the development of state level, whole of government Flood, Storm, Earthquake and Tsunami emergency plans in partnership with key stakeholders. • Acted as the VICSES representative to the Victorian 2011 Floods Review and led implementation of recommendations. • Represented VICSES on State and National Committees, including the Australian Tsunami Advisory Group, National Community Safety Working Group, National Public Communications Group (Chair), and Victorian State Mitigation and Fire Management Committees.• Accountable for successful major projects including development and roll out of a state wide local community emergency risk assessment program; establishment of community education programs; establishment of a state wide flood emergency planning framework; implementation of a multi-medium communication platform for emergency warnings; development of a strategy to enhance local government relationships; enhancements to internal communication; development of state wide dam safety arrangements and commercial agreements with companies to provide flood intelligence and engineering expertise during major emergencies.
