Provide supervision and learn from 6 senior level staff working on license implementation tasks. Implementation is associated with the District's FERC license (Wells Project; P-2149). Implementation tasks include hatchery mitigation activities, anadromous salmonid and habitat conservation programs, water quality and aquatic resource actions. We use policy and technical level information coupled with relationships to improve and benefit aquatic resources, while at the same time supporting the District most important mission; providing clean renewable electricity to our constituents at the least cost.

-Technical lead for Douglas County Public Utility's Aquatic Settlement Agreement. -Lead the implementation of management plans; including aquatic resources and water quality functions. -Lead and support various anadromous salmonid suvival verification and life history studies. -Design, develop and implement studies and compliance actions required by Douglas' FERC license. -Collaborate with many federal, state and tribal stakeholders to implement management plan objectives including, but not limited to, United States Fish and Wildlife Service, Washington State Department of Ecology, Washington State Department of Fish and Wildlife, Colville Confederated Tribes and the Yakama Nations. -Develop and provide technical reports and presentations to stakeholders and federal government regulators.-Manage various Federal Energy Regulatory Commission (FERC) compliance items.-Provide and monitor annual budget items used to facilitate Wells Dam license implementation objectives.-Implement Douglas' Clean Water Act required 401 Certification measures.-Follow regional utility challenges and changes with specific emphasis on markets, load growth, renewable energy and conservation, wind and solar integration, biological opinions, federal CR system management and use.-Develop permits and permit applications associated with HPAs, SEPA review, NPDES permitting, Tier II Right To Know Chemical Use, and scientific collection of WA state aquatic organisms.
