Naval Warfare Development Command

Supported the U.S. Navy's Fleet 360 War Game program as a Senior War Game Facilitator at the Navy Warfare Development Command (NWDC) in Norfolk VA. Responsible for engaging U.S. Navy Fleet level Commanders, Staffs and Maritime Operations Center (MOC) Staffs in designing, planning and executing Naval Wargame exercises to enhance and improve U.S. Navy Numbered Fleet MOC's capability to prosecute advanced warfighting against a high-end adversary at the operational level of war (OLW). The Senior Game Facilitator is an integral part of the MOC Standardization sustainment phase training process. Primarily responsible for interfacing with Numbered Fleet Headquarters Planning Teams and Fleet Task Force units during the wargame planning phase to develop scenario requirements, event injects, and develop wargame measurements of performance and effectiveness (MOP and MOE) based on the Fleet Commander's training objectives. The Senior Game Facilitator leads the onsite Fleet 360 Team in wargame in-briefs, wargame academics, and is the principal MOC staff interface for the Fleet 360 Team.

Facilitated and managed the 24/7 command, control and intelligence systems requirements with full integration of data, voice and video services while leveraging emerging technologies. Oversaw the mid and long-term IT planning, policy, acquisition and governance recommendations to senior leaders across the Navy and Marine Corps Amphibious IT community to include DoD organizations and agencies in support of global operations and exercises. Provided oversight, budgeting and acquisition of all new computer information systems (CIS) for MARFORCOM. Planned, supervised and directed cyber operations for the Regional Network Operations and Security Center Atlantic (RNOSC LANT), and the Information Assurance (IA) Division. Provided network oversight and compliance to over 55,000 users across an area, which includes the eastern seaboard of the United States, Germany, and several Middle East nations.

Successfully managed the IT support for 5800 end-users across three separate Marine Air Stations in North and South Carolina. Orchestrated the full Information Technology and Command & Control recovery for the 180 person 2nd Marine Aircraft Wing Staff from the catastrophic loss of the Headquarters building due to fire. Planned, organized and successfully executed a $3.6 million dollar command and control IT purchase and service upgrade for the entire Aircraft Wing. Worked as the Operations Officer and Communications Officer for Marine Aircraft Control Group 28. Published an article titled "Burn it, before it burns! C2 Success in the wake of Catastrophic Failure" in the Marine Corps Gazette, December 2008. This article is the compilation of the lessons learned from the command & control recovery of the 2d Marine Aircraft Wing Headquarters, after it was destroyed by a catastrophic fire.

Awarded the Bronze Star Medal for meritorious achievement during combat operations of Operation Iraqi Freedom from July 2005 to February 2006. Ensured a multi-layered network of satellite, multichannel and single-channel communication links across seven Forward Operating Bases (FOBs) throughout an area the size of Ohio. Within an austere environment, the network remained at a 98 percent availability rate that processed over 2,000,000 telephone calls per month, administered 6,000 Non-secure Internet Protocol Routed (NIPR) and 2,000 Secure Internet Protocol Routed (SIPR) accounts. During this same timeframe, an IT digital backbone at Al Asad and Al Taqaddum Air Bases received a $5.6 million dollar network upgrade. This capability upgrade increased data and telephony processing by 500 percent. This was managed carefully in order to balance the uninterrupted communications of the network during combat operations and the execution and installation of the entire upgrade. During the command of the Communication Squadron Detachments at Al Qa’im, Kalsu and Korean Village provided direct support to the 2d Marine Aircraft Wing Forward Air Boss and Direct Air Support Control/Air Support Element/Air Support Liaison Teams in the processing and execution of scheduled and immediate Joint Tactical Air Requests and Air Support Requests as the Ground Combat Element (GCE) maneuvered against enemy forces. During this period, the Communications Squadron provided direct support to 2d MAW (Fwd) assets through numerous surge operations during Marine Division level named operations such as SHUROOQ (SUNRISE), GUARDIAN SWORD, LIBERTY EXPRESS, PATRIOT SHIELD II, SAYAID, RAWAH/ANAH, RIVERGATE, IRON FIST, STEEL CURTAIN, SWORD, SCIMITAR, SABER, AND SANGUINE THUNDER. During these Operations, 2d MAW (Fwd) provided over 6,158 Casualty and Medical Evacuations (CASEVAC/MEDEVAC) sorties.
